Palm Beach County Water Utilities Department is requesting proposals for wastewater continuing engineering services under Project No. PBCWUD 26-020, with proposals due July 9, 2026 at 3:30 p.m. and a non-mandatory pre-proposal meeting on June 8, 2026 at 9:00 a.m. at the Central Region Operations Center, 8100 Forest Hill Blvd, West Palm Beach. A mandatory 20% small business enterprise (SBE) participation goal applies, with up to 15 evaluation preference points available for certified SBE firm participation. The department serves over 600,000 residents across 1,300 square miles and operates multiple wastewater treatment plants and reclaimed water systems. Selected firms will provide architectural, engineering, land surveying, and geotechnical services and may serve as Engineer of Record for planning, condition assessment, design, permitting, and construction services, as well as Design Criteria Professional for design-build and CMAR projects. One firm will be selected for a four-year term. Individual project construction costs shall not exceed $7.75 million, and professional services fees shall not exceed $500,000 per study. All proposers and sub-consultants must be certified in specified Palm Beach County CCNA categories prior to the proposal due date and registered as vendors. Proposals must include a Letter of Interest, GSA Form SF 330, Prime Consultant and Sub-consultant Questionnaires, OSBD Schedules 1 and 2, commercial non-discrimination certification, and conflict of interest disclosure, submitted in nine originals with eight bound copies and one unbound copy plus a digital version. Firms must obtain SBE certification from the Palm Beach County Office of Small Business Development by the response due date to qualify for selection consideration, and must submit a Business Tax Receipt from the Palm Beach County Tax Collector. Teams may earn up to three points based on the cumulative percentage of work performed by personnel located within Palm Beach County offices if that participation exceeds 25% of total project work. Short-list meetings are anticipated in August 2026, with selection committee meetings in August or September 2026 and contract awards targeted for December 2026.
