Palm Beach County Water Utilities Department is requesting proposals for wastewater continuing engineering services under RFP 26-020, with proposals due July 9, 2026 at 3:30 p.m., and a non-mandatory pre-proposal meeting held June 8, 2026 at the Central Region Operations Center. One firm will be selected. A mandatory minimum 20% Small Business Enterprise (SBE) participation goal applies, with up to 15 evaluation preference points available based on certified SBE firm dollar participation. The scope encompasses architectural, engineering, land surveying, and geotechnical services at Palm Beach County Water Utilities Department facilities and other County and non-County facilities. Selected firms may serve as Engineer of Record for planning, condition assessment, design, permitting, and construction engineering, and as Design Criteria Professional for design-build and CMAR projects. Professional services fees are capped at $500,000 per individual study under Florida Statute 287.055. The contract is structured as a four-year continuing services agreement with work authorized through individual Consultant Services Authorizations on an as-needed basis. Compensation is structured on an hourly not-to-exceed fee basis and/or lump sum fees as specified in each authorization. Hourly raw labor rates are subject to adjustment only after one year and annually thereafter with County approval. Prime consultants and sub-consultants must be registered as vendors and CCNA-certified in specified categories prior to the proposal due date. Proposals must include a letter of interest (10 pages maximum), GSA Form SF 330, prime consultant questionnaire, sub-consultant letters of intent and questionnaires, OSBD Schedules 1 and 2, commercial non-discrimination certification, and conflict of interest disclosure forms, submitted as nine originals (eight bound and one unbound) plus one CD/USB Flash Drive with PDF.
