A mandatory minimum 20% Small Business Enterprise (SBE) participation goal applies, with up to 15 evaluation preference points available for certified SBE participation. All proposers and sub-consultants must be certified in applicable Palm Beach County CCNA categories prior to proposal submission. The scope includes hydrogeologic assessments, groundwater analysis, subsurface characterization, and related technical engineering support for utility infrastructure planning and management. The selected firm(s) will provide architectural, engineering, land surveying, and geotechnical services for wellfields and water distribution systems and may serve as Engineer of Record for planning, design, permitting, and construction services, or as Design Criteria Professional for design-build and CMAR projects. The contract term is four years. Estimated professional service fees do not exceed $500,000 per individual study. Compensation is structured as either hourly not-to-exceed rates with overhead and profit factors (adjustable annually after one year with County approval) or lump sum fees, specified through individual Consultant Services Authorizations. The consultant must maintain current vendor registration in the Palm Beach County Vendor Self Service system. Insurance requirements include minimum limits of $500,000 for Commercial General Liability and Business Auto Liability, and $3 million for Professional Liability coverage.
