About this opportunity

The Office of State Procurement, on behalf of the Minnesota Department of Veterans Affairs, is requesting proposals for solid waste disposal, organic waste, and recycling services at the Minneapolis Veterans Home (5101 Minnehaha Ave. S., Minneapolis, MN 55417-1647) under RFP R-718, with proposals due September 15, 2026 and questions due September 10, 2026.

The scope encompasses eight recurring service lines: recycling and solid waste compactors with 15-yard and 20-yard roll-off containers respectively (1x weekly pickup); 30-yard construction and yard waste roll-off containers (as-requested pickup); four solid waste and recycling dumpsters ranging 4–8 yards (1x weekly pickup); and bulk waste removal on an as-requested basis for appliances, mattresses, wood pallets, textiles, and furniture. The contractor must supply all containers and perform pickups Monday through Friday, with separate pricing required for holiday and weekend pulls. All non-recycled mixed municipal solid waste must be processed at the Hennepin Energy Recovery Center (HERC) per Minnesota Statute Section 473.848, with the contractor providing scale tickets, manifests, or equivalent delivery verification. Monthly reporting forms documenting actual or estimated weights by waste stream are required.

The estimated annual contract value is $110,000 to $120,000; this figure is not binding as a minimum or maximum, and quantities are estimates only. The contract term runs October 1, 2026, through September 30, 2028, with an option to extend up to an additional 36 months in State-determined increments. Evaluation occurs in three phases: Phase 1 assesses responsiveness and mandatory requirements; Phase 2 scores responses on 1,000 points (200 for acceptance of State terms, 800 for cost detail) plus up to 120 preference points for eligible targeted-group, economically disadvantaged, veteran-owned, or DEED/DHS providers; Phase 3 selects finalist(s) based on best value. Mandatory insurance includes $2 million commercial general liability and $2 million commercial automobile liability per occurrence. Site visits are encouraged and should be arranged with Kimberly Blankenship at kimberly.blankenship@state.mn.us or (612) 548-5712 prior to September 10. Cost proposals remain firm for 180 days following submission.
