About this opportunity

Pinellas County Government is requesting bids on veterinary drugs, medications, medical supplies, and animal healthcare products under ITB 26-0718, with proposals due September 24, 2026 at 3:00 p.m. and questions due by September 15. The award will go to the lowest responsive, responsible bidder; the County reserves the right to accept bids item-by-item or in aggregate and may concurrently contract with other vendors for similar services.

Vendors must satisfy three mandatory compliance certifications: a Common Carrier Attestation under Florida Statute 908.111 and 92.525 (attesting non-transport of unauthorized aliens); a notarized Foreign Country of Concern Affidavit under Florida Statute 287.138 (certifying no ownership or control by specified foreign governments, with controlling interest presumed at 25% or greater voting rights); and a notarized Human Trafficking Affidavit under Florida Statute 787.06 (certifying no coerced labor). All three affidavits are mandatory for award.

The scope covers vaccines, syringes and needles, sutures, anesthetic drugs, medications, euthanasia solutions, and hospital supplies on an as-needed basis for Pinellas County's Animal Services Department, which impounds over 10,000 animals annually and performs preventative, urgent, emergent, and surgical sterilization care. Delivery must occur within two days of order receipt, FOB destination with all shipping costs included. Pricing must be quoted as discounts from manufacturer's suggested retail price (MSRP) and remain firm throughout the contract duration, with adjustments permitted if requested between 90 and 120 days prior to each contract anniversary.

The estimated annual budget is $25,000, including a $25,000 unspecified-materials allocation, for a projected 36-month contract value of $75,000 commencing January 25, 2027. The contract may be extended for one additional 24-month period with mutual written agreement. Vendors must demonstrate three years of prior experience with similar contracts, provide four professional references for county validation, register with the Florida Division of Corporations, comply with E-Verify, and provide insurance documentation within 10 days of award. Submissions are made electronically through the OpenGov portal. No site visit or pre-bid conference is required.
