About this opportunity

The West Virginia Department of Administration Purchasing Division, on behalf of the West Virginia Division of Highways, is requesting quotations for an open-end contract covering vertical polyethylene brine storage tanks and peristaltic pumps for use on WVDOT projects throughout West Virginia, with quotations due August 13, 2026, at 1:30 p.m. EST and questions due July 30, 2026, at 2:00 p.m. EST. This is a multiple-vendor award contract; qualified responsible vendors meeting all mandatory requirements shall be awarded contracts for the lowest bid per tank size and pump configuration.

Four line items comprise the procurement: single-wall polyethylene vertical brine storage tanks in 6,100-gallon capacity (estimated 13 units), single-wall polyethylene vertical brine storage tanks in 10,000-gallon capacity (estimated 4 units), double-wall polyethylene vertical brine storage tanks in 6,100-gallon capacity (estimated 26 units), and peristaltic pumps (estimated 43 units). All tanks must comply with ASTM D 1998-21, feature high-density linear polyethylene seamless construction, include reverse float level indicators, 16-inch manway openings, external gallon increment measurements, and be available in natural white or light blue. Tanks must not exceed 13 feet in height or 12 feet in width and be rated for 1.9 specific gravity. Peristaltic pumps must deliver at least 30 gallons per minute with EPDM hose tubing and PVDF inserts, hose-failure detectors, single-phase electric motors (60 hz, 100–550 volts), and minimum 5 horsepower with inverter.

Vendors must deliver standard orders within 45 working days on FOB destination basis with delivery costs included in pricing. Tanks carry a three-year express warranty; pumps carry one-year express warranty, both fulfilled directly by the vendor. All bids must be held firm for 90 days after bid opening. The contract initial term is one year with three successive one-year renewal options subject to mutual written consent and Purchasing Division approval. Liquidated damages of $100 per day per Agency Delivery Order apply for deliveries exceeding the specified completion date, beginning 10 business days after the latest specified delivery date. Vendors must maintain $1,000,000 Commercial General Liability Insurance per occurrence and accept payment via West Virginia Purchasing Card and Electronic Funds Transfer. Delivery locations and quantities vary by individual orders throughout West Virginia. A mandatory pre-bid meeting is required. Addendum No. 1 was issued July 30, 2026. Contact John W. Estep at 304-558-2566 or john.w.estep@wv.gov.
