About this opportunity
The West Virginia Department of Administration Purchasing Division, on behalf of the West Virginia Division of Highways, is requesting quotes for vertical polyethylene brine storage tanks and peristaltic pumps under open-end master agreement CRFQ DOT2700000003, with bids due August 13, 2026 at 1:30 PM EST. Attendance at a mandatory pre-bid meeting is required; failure to attend results in automatic disqualification. Questions are due July 30, 2026 by 2:00 PM EST.
The scope covers four line items: single-wall vertical polyethylene tanks (6,100-gallon capacity, 13 units; 10,000-gallon capacity, 4 units), double-wall vertical polyethylene tanks (6,100-gallon capacity, 26 units), and peristaltic pumps (43 units). All tanks must comply with ASTM D 1998-21, feature one-piece seamless high-density linear polyethylene construction rated for 1.9 specific gravity with UV stabilizers, not exceed 13 feet in height or 12 feet in width, and accommodate sodium chloride brine, liquid calcium chloride, beet-based deicing products, and potassium acetate solutions. Standard tanks require reverse float level indicators, 16-inch manway openings, and external gallon increment measurements. Peristaltic pumps must deliver a minimum of 30 gallons per minute, feature EPDM hose tubing and PVDF inserts with hose-failure detectors, and operate on single-phase electric motors at 60Hz and 100 to 550 volts with minimum five horsepower and an inverter. Vendors may bid on any or all line items. Standard delivery within 45 working days of order receipt is required on an FOB destination basis with delivery costs included in bid pricing.
The contract is structured as multiple vendor awards, with lowest responsible bidders per tank size and pump type meeting all mandatory requirements selected. The initial term is one year with three successive one-year renewal options, subject to mutual written consent and Purchasing Division and Attorney General approval. Tanks carry three-year express warranties; pumps carry one-year express warranties. Bids must remain firm for 90 days after opening. Liquidated damages of $100 per day per delivery order apply for late deliveries exceeding 45 working days plus 10 business days. Vendors must maintain Commercial General Liability Insurance of $1 million per occurrence and register with the West Virginia Purchasing Division prior to award. Pricing must be firm for the contract life unless authorized otherwise. The state reserves the right to cancel immediately for nonconforming materials or workmanship, or upon thirty days' written notice. Cooperative purchasing by other public agencies is permitted under Purchasing Division authority with prior director approval.
