About this file
This is a Request for Quotation specification document issued by the West Virginia Purchasing Division on behalf of the West Virginia Department of Transportation (WVDOT) to establish an open-end contract for vertical polyethylene brine storage tanks and peristaltic pumps for use throughout West Virginia. The solicitation (CMA 6627C005) seeks bids on three primary categories of contract items: standard vertical polyethylene brine storage tanks, double-wall vertical polyethylene brine storage tanks, and peristaltic hose pumps. All tanks must comply with ASTM D 1998-21 standards, be constructed of high-density linear polyethylene in one-piece seamless construction, be rated for specific gravity of 1.9 with UV stabilizers, and not exceed 13 feet in height or 12 feet in width. Standard tanks require reverse float level indicators, 16-inch manway openings, external gallon increment measurements, and must be suitable for sodium chloride brine, liquid calcium chloride, beet-based deicing products, and potassium acetate solutions. Peristaltic pumps must deliver a minimum of 30 gallons per minute, feature EPDM hose tubing and PVDF inserts, include hose-failure detectors, and operate on single-phase electric motors at 60Hz and 100 to 550 volts with minimum five horsepower and an inverter. Vendors must complete pricing pages for each contract item and accept orders through mail, facsimile, email, or other written communication, with standard delivery required within 45 working days of order receipt on an FOB destination basis with delivery costs included in bid pricing. The contract is a multiple vendor award structure awarding lowest responsible bidders per tank size and pump type that meet all mandatory requirements.
Tanks must include three-year express warranties covering material and workmanship defects fulfilled directly by the awarded vendor, while pumps require one-year express warranties. Vendors must maintain current contact information in wvOASIS and designate a primary contract manager available during normal business hours. All bids must be held and honored for 90 days after bid opening. Late deliveries exceeding the specified timeframe incur liquidated damages of $100 per day per Agency Delivery Order beginning 10 business days after the latest specified delivery date, except in cases of force majeure events beyond vendor control. Unacceptable contract items will be returned to vendors at their expense with no restocking charge, and vendors must either replace items or provide full credit or refund at agency discretion. Vendors must carry sufficient inventory to fulfill contract obligations and provide quarterly reports, annual summaries, or monthly reports as requested showing quantities, dollar values, and shipment dates. The contract permits cooperative purchasing by other public agencies under West Virginia Purchasing Division authority with prior approval from the Purchasing Director. Vendor default provisions allow immediate contract or order cancellation for failure to provide items per specifications, non-compliance with applicable laws, or failure to remedy deficient performance upon request.
