About this opportunity
The State of Louisiana, Office of State Procurement, is requesting bids for a statewide vehicle supply contract under RFx Number 3000026623, with bids due September 9, 2026, at 10:00 a.m. CST. Bidders must hold a valid Louisiana Motor Vehicle Dealer's License issued by the Louisiana Motor Vehicle Commission and submit the license with their bid or within 10 business days of bid opening; failure to provide the license results in bid rejection. Vehicles must be produced in the United States, defined as having at least 50 percent component parts produced in the United States or Canada, a final assembly point in the United States, or an engine or transmission origin in the United States.
The contract covers 99 line items across multiple vehicle categories: Police Pursuit Vehicles, Special Service Vehicles, Enforcement Trucks, Alternative Fuel Vehicles, Sedans, SUVs/Crossovers, Vans, Compact and Half-Ton Pickup Trucks, Heavy Duty Pickup Trucks, and Cab & Chassis Trucks (series 2500, 3500, 4500, 5500, 6000, 6500, and 7500). Specialized vehicles such as PPVs and SSVs require pricing for upfit packages including law enforcement equipment, lighting, communication components, and specialized partitions from designated manufacturers with no substitutions permitted. All vehicles must be fully upfitted upon delivery with OEM standard equipment unless otherwise specified.
The contract term is 36 months, effective October 1, 2026, or upon award date (whichever is later), running through September 30, 2029, with optional renewal for two additional 12-month periods at identical prices. This is a non-exclusive, open-ended requirements contract — the successful bidder must supply actual quantities ordered regardless of whether they exceed or fall short of estimates. Pricing must remain firm for the contract period, with annual escalation permitted only upon manufacturer model-year order cutoff and only for documented cost changes. The State will add a waste tire fee ($2.25 per passenger/light truck tire, $5.00 per medium truck, $10.00 per off-road vehicle tire) and an administrative fee of 0.35 percent of each vehicle price due quarterly.
Bidders must submit complete pricing on the provided Price Sheet Excel Workbook with unit prices and extended amounts; omissions may result in rejection. A non-mandatory pre-bid conference is scheduled for August 25, 2026, at 9:00 a.m. via Microsoft Teams. Written questions are due August 28, 2026, with responses by September 2, 2026. Awards will be made to the lowest responsive, responsible bidders; for pickup truck categories, awards are made by series based on combined responsive bids. Cooperative purchasing by authorized state and local entities is permitted unless the contractor opts out in writing.
