About this file

This is Addendum No. 02 to an Invitation to Bid issued by the State of Louisiana, Office of State Procurement, for a statewide vehicle supply contract (RFx Number 3000026623). The addendum, dated September 2, 2026, modifies the original solicitation for 99 line items across ten vehicle categories including Police Pursuit Vehicles, Special Service Vehicles, Enforcement Trucks, Alternative Fuel Vehicles, Sedans, SUVs/Crossovers, Vans, Compact and Half-Ton Pickup Trucks, Heavy Duty Pickup Trucks, and Cab & Chassis Trucks (series 2500-7500). Bids are due September 9, 2026, at 10:00 a.m. Central Time. The contract term is 36 months effective October 1, 2026, or upon award date (whichever is later), running through September 30, 2029, with optional renewal for two additional 12-month periods at identical prices. A non-mandatory pre-bid conference was held August 25, 2026, and written questions were due August 28, 2026.

Addendum No. 02 revises Attachment B (Specifications) and Attachment C (Price Sheet Excel Workbook) in their entirety and addresses 20 vendor inquiries received by the August 28, 2026 deadline. Key revisions include clarification that the Ram 2500 Emergency Response Vehicle is pursuit-capable based on Michigan State Police testing; correction of the winch rope length specification for Enforcement Trucks from 125 feet to 80 feet of synthetic wire rope; removal of "windows all around" requirements for cargo vans; removal of drawer unit requirements for service bodies; removal of optional equipment (flip-tops, headache racks, drawer units) for service bodies; removal of air ride suspension requirements for heavy-duty trucks (F650 and F750); clarification that Line 22 (Ford Transit Prisoner Transport Vehicle) remains proprietary with no alternative vehicles acceptable; confirmation that non-OEM options and upfitting are allowable under the resulting contract but subject to agency request and approval by Louisiana Police Apparatus Authority (LPAA) and Office of State Procurement (OSP); and revision of warranty provisions for non-OEM equipment and medium-duty trucks. The addendum specifies that bidders should submit base vehicle pricing only, with alternative configurations such as long wheelbase and dual rear wheels to be determined post-award. All vehicles must be U.S.-produced with at least 50 percent component parts from the United States or Canada, a final assembly point in the United States, or U.S. origin engine or transmission. This is a non-exclusive, open-ended requirements contract with pricing to remain firm throughout the contract period, with annual escalation permitted only upon documented manufacturer model-year cost changes.

The following changes are to be made to the referenced solicitation:

Attachment B – Specifications – Pages 1-6 are being replaced it its’ entirety.

See REVISED Attachment B – Specifications – Pages 1-6 (Revised per Addendum No. 2, dated September 2, 2026).

Attachment C – Price Sheet Excel Workbook – Pages 1-35 are being replaced it its’ entirety.

See REVISED Attachment C – Price Sheets – Pages 1-35 (Revised per Addendum No. 2, dated September 2, 2026).

Following are the Vendors’ Inquiries received by the deadline date of August 28, 2026 and the State’s Responses:

Vendor Inquiry #1: Line 17 (Ram 2500 ERV)-it’s in the PPV section, which is described with 100 MPH speed requirements. The Ram 2500 is not pursuit rated in any configuration, even with the AH6 Emergency/Fire/Rescue SSV package. In fact, the only difference between the AH6 package and the AAP (Severe Service Vehicle) package is that the AH6 package comes with different emissions, and we must submit documentation to place the order. The contents and price are the same. There may be duplication if there are 2 lines (17 and 19) for the same basic vehicle, but I leave that up to you.

State’s Response #1: There is no duplication of lines. Per the manufacturer Stellantis, the Ram 2500 Emergency Response Vehicle is a newly released pursuit capable truck based upon the vehicle passing the Michigan State Police’s testing program and is a distinct configuration apart from the Ram HD SSV on line 19. The manufacturer order code is DJ7L91-2UD.

Vendor Inquiry #2: For Line #18 (Enforcement Truck) The wire rope length of 125’ is not realistic for the winch specification. The actual length being provided is 80’. It is synthetic wire rope, which is what Wildlife prefers.

State’s Response #2: Please see the revised specifications for Line #18, Enforcement Truck, on the Enforcement Truck tab located in the attached revised Attachment C – Price Sheet Excel Workbook.

Vendor Inquiry #3: For Line #18 (Enforcement Truck) Dean from Wildlife would like the partition to be Setina part number… “or equal”.

State’s Response #3: Please see the revised specifications for Line #18, Enforcement Truck, on the Enforcement Truck tab located in the attached revised Attachment C – Price Sheet Excel Workbook.

Vendor Inquiry #4: We need clarification on the inspection stickers. For years, we have bid and provided the regular 2 year inspection for $20, irrespective of the address of the purchasing agency. Do we continue to bid this way, or do we now have to provide with Baton Rouge area 1 -year inspection/emission stickers? Will this change on January 1, 2027?

State’s Response #4: The requirement remains unchanged from previous iterations of the solicitation. As stated in Attachment – B - Specifications, page 4, section 6 “The cost of the safety inspection sticker shall not be included in the bid price. Applicable Safety Inspection Sticker cost, as determined by Office of Motor Vehicles (OMV) guidelines, will be added to awarded lines, based on the parish in which the Dealer is domiciled.” The State intends to award contract(s) from this solicitation prior to when the legislation from House Bill No.1085 / ACT No. 701 is enacted on January 1, 2027. The contract(s) will be amended as appropriate to coincide with the new State requirements once they are finalized.

Vendor Inquiry #5: For the cargo vans, “windows all around” needs to be addressed. Ram has a Promaster Cargo Van and a Promaster Window Van. The Window Van is significantly more expensive than the cargo van, and most customers only need the cargo van, which can be obtained with rear door windows. Some longer models can be obtained with a passenger side sliding door window. I can’t remember the last time we ever sold a Window Van. The current contract for the Ram Promaster 1500 is the regular Cargo Van, so the State’s interpretation of “windows all around” may have been “loose”.

State’s Response #5: The requirement has been removed. Please see the revised specifications on the Van tab located in the attached revised Attachment C – Price Sheet Excel Workbook.

Vendor Inquiry #6: The cab and chassis I will be bidding has a standard warranty of 2 years unlimited mileage. The various bodies mounted on the chassis typically come with 1 year unlimited mileage warranty. Will this be sufficient?

State’s Response #6: The warranty section has been revised. Please see attached revised Attachment B – Specifications.

Vendor Inquiry #7: I have also fielded some phone calls from LSP and a couple of municipalities wanting to know if rollback wreckers will be able to be purchased on the contract.

State’s Response #7: The bodies listed on the Cab & Chassis Truck tab located in attached revised Attachment C – Price Sheet Excel Workbook are those that will be considered as part of the evaluation for award. Other body options will be allowable under the resulting contract(s) and will be added on an as needed basis following the guidance listed in attached revised Attachment B – Specifications, page 3, section 5(C).

Vendor Inquiry #8: Line # 17 Ram 2500 Emergency Response: May a 4x2 be submitted or must this vehicle be 4x4 only?

State’s Response #8: Please see State’s Response to vendor inquiry #1. The Ram 2500 Emergency Response Vehicle is a 4x4. This is a configuration set by the manufacturer and only this configuration is applicable to line item #17 as it is proprietary.

Vendor Inquiry #9: Line # 22: Will the Ford Transit be the only vehicle considered for this award since it is noted as proprietary? We would like to bid the Ram Promaster Cargo van with prisoner transport upfit If possible.

State’s Response #9: Yes, for Line #22 the Ford Transit Prisoner Transport Vehicle will be the only acceptable vehicle as this line is proprietary. The Ram Promaster Cargo van would need to be submitted for the appropriate line found on the Van tab located in attached revised Attachment C – Price Sheet Excel Workbook. A prisoner transport upfit would be categorized as Non-OEM. Please see attached revised Attachment B – Specifications, page 3, section 5(C). Non-OEM options and upfitting are allowable under the resulting contract(s) but any additions shall be based upon Agency request and are subject to approval by LPAA and OSP as noted in the referenced section.

Vendor Inquiry #10: Line #18: Enforcement Truck The specs lists " Front cloth seats. rear vinyl (if available)" May we bid this vehicle with all vinyl seats front and rear? Or all cloth?

State’s Response #10: Please see the revised specifications for Line #18, Enforcement Truck, on the Enforcement Truck tab located in the attached revised Attachment C – Price Sheet Excel Workbook.

Vendor Inquiry #11: I have a question on the 4wd PPV Chevy Tahoes. Below is a safety package that is an option for 9C1 package. The specs on the price sheet are very vague. Below are the detailed specs from the price sheet All components should be selected to give maximum performance, service life and safety and not merely meet the minimum requirements of this solicitation.

Below is the package that can be added 1FL Safety Package, includes (UEU) Forward Collision Alert, (UKM) Enhanced Lane Keep Assist with Lane Departure Warning, (UKI) Blind Zone Steering Assist, (UHY) Automatic Emergency Braking, (UFB) Rear Cross Traffic Braking, (UKT) Front Pedestrian and Bicyclist Braking, (CTB) Intersection Automatic Emergency Braking, (UOW) Side Bicyclist Alert, (DRZ) Rear Camera Mirror and (TQ5) IntelliBeam headlamps

Just need clarification on this please. I don’t want to add this and not win the bid by the $825 added package.

State’s Response #11: No additional packages and/or options beyond the base model pricing should be added unless otherwise noted.

Vendor Inquiry #12: Line 10- It states on the line Max SSV. This would indicate the longer of Ford's two configurations and is not the base model. The Base model would be the Expedition SSV which has normally held that line and there was an option in the past for the Max upgrade. Which should we bid on this line?

State’s Response #12: Please see the attached revised Attachment C – Price Sheet Excel Workbook. Line 10 to state Expedition SSV. The State may choose to add the Max option as an alternative configuration on the awarded contract.

Vendor Inquiry #13: Lines 59,60,61- in the detailed specifications it states windows all around. This is standard in the Passenger Van but is an upgrade for Cargo Vans and is not standard equipment and is not practical for a Cargo Van. Can this be removed from the detailed specifications and added as optional equipment?

State’s Response #13: Please see the State’s Response to vendor inquiry #5.

Vendor Inquiry #14: Line 67- We have the Ford Maverick that we can bid on this line but it is slightly below the horsepower limit of 190hp coming in at 184hp. This is a Hybrid Electric engine and is standard and we cannot add the gasoline engine to the build. Blake had suggested bidding it in the Alternative Fuel Section but we have an F150 that we are bidding on line 35. Would it be possible to change this. I believe that the Maverick is the only unit in that class as far as domestics go. Can the Horsepower requirement be lowered to 184 on this line so we can bid the Maverick?

State’s Response #14: As the Ford Maverick comes standard with a hybrid electric engine it should be bid on the AFV tab of the attached revised Attachment C – Price Sheet Excel Workbook. A bidder may submit pricing for more than one make/model of vehicle for any line item. Furthermore, the gas engine configuration of the Ford Maverick would meet the horsepower requirement if bid on line 67. The horsepower requirement will remain as stated. Additionally, any vehicle that does not come as a base model with a standard AFV engine configuration such as the F150 should be bid under the appropriate vehicle classification tab and not the AFV tab. In those instances, the State may choose to add the AFV engine configuration as an option on the resulting awarded contract(s).

Vendor Inquiry #15: Lines 82-93 The specifications for the service body require "Drawer Units" quoted with the service body. We need to know how many and what location that we need to quote them for? They are available in all compartments but very seldom are required for all compartments.

State’s Response #15: The drawer unit requirement has been removed. Please see the Cab & Chassis Trucks tab on the attached revised Attachment C – Price Sheet Excel Workbook.

Vendor Inquiry #16: Lines 82-99 All service bodies the required options are flip-tops, headache racks, and drawer units. These are all optional equipment for the service bodies and can add approximately 3000.00 to 4000.00 to the final price of the vehicle. Not all end users require all of the options based on their usage needs. Can we list these as optional equipment to make these more affordable and flexible for all end users?

State’s Response #16: These options have been removed. Please see the Cab & Chassis Trucks tab on the attached revised Attachment C – Price Sheet Excel Workbook.

Vendor Inquiry #17: Lines 82-99 Attachment B Line 28B- 36-month 36,000 Mile Warranty on Non -OEM Equipment. Some Manufacturers offer 3-year 36k warranties but they are limited warranties. Most offer only 1 year paint warranties. It varies from manufacturer to manufacturer. I have attached some examples of the warranties for your reference. This is all that we will be able to offer. Registration is required for most Warranties.

State’s Response #17: Please see the State’s Response to vendor inquiry #6.

Vendor Inquiry #18: Lines 96,97,98,99- It states in the detailed specifications an air ride suspension is required. Ford does not offer an air ride suspension as an option and it is not standard on the F650 and F750. Can this be removed and so we can bid the F650 and F750?

State’s Response #18: This requirement has been removed from the solicitation. Please see the revised Cab & Chassis Trucks tab on the attached revised Attachment C – Price Sheet Excel Workbook.

Vendor Inquiry #19: Lines 96,97,98,99- These lines are considered a Medium Duty Truck Classification and carry a different Factory Warranty. Ford's Factory Warranty is listed below. The basic and powertrain warranty are 24months and unlimited miles. Can we supplement this with an additional Ford Factory Extended Warranty?

Basic Warranty Basic warranty 24 months/unlimited Powertrain Warranty Powertrain warranty 24 months/unlimited Corrosion Perforation Corrosion perforation warranty 36 months/unlimited Roadside Assistance Warranty Roadside warranty 24 months/unlimited Diesel Engine Warranty Diesel engine warranty 60 months/250,000 miles Transmission Warranty Transmission warranty 60 months/250,000 miles Frame Rail Warranty Frame Rail Warranty 60 months/unlimited

State’s Response #19: Please see the State’s Response to vendor inquiry #6.

Vendor Inquiry #20: Looking at the price sheets on the Heavy duty trucks, all I see under the vehicle base section is SWB. Do we need to quote LWB trucks as well or just SWB. Also I see the 3500's in the same section it says SRW do we need to quote DRW as well?

State’s Response #20: Bidders should only be submitting base vehicle pricing for each vehicle meeting the specifications that are noted. Options like long wheelbase and dual rear wheels are considered alternative vehicle configurations of the base vehicle. The State will determine which vehicle configurations are to be added as options to the vehicles post award. The process for this is stated in attached revised Attachment B – Specifications, section 5(B).

All else remains as on original Invitation to Bid.

This addendum is hereby officially made a part of the referenced solicitation.
