About this opportunity

Valencia College's District Board of Trustees issued Invitation to Bid (ITB 2026-04) for comprehensive college-wide pest control services across eleven locations totaling approximately 2.6 million square feet. The procurement seeks a licensed Pest Control Operator (PCO) to provide monthly routine pest control, follow-up retreats, emergency response, and specialized services for multiple campuses including East, West, Osceola, Poinciana, Lake Nona, Winter Park, and associated training facilities. Qualified vendors must demonstrate a minimum of three years' experience in commercial pest management, submit three project references, and comply with extensive insurance requirements including $3 million in General Liability Insurance, $1 million in Automobile Liability, and Environmental Pollution Liability coverage. The solicitation mandated a pre-bid conference on August 22, 2025, with electronic bid submissions due September 3, 2025, at 2:00 PM ET. Evaluation criteria included pricing, licensing status, wildlife removal capabilities, equipment lists, compliance documentation, and overall service scope understanding.

The procurement included opportunities for Minority Business Enterprise/Woman Business Enterprise (MBE/WBE) participation, with specific certification requirements and potential penalties for misrepresentation. Three vendors submitted bids: PowerX, Inc. (ranked first at $88,749.84), ABC Home & Commercial Services, LLC (ranked second at $18,300.00), and Truly Nolen of America, Inc. (ranked third at $65,400.00). The College intends to award a non-exclusive Continuing Service Contract with an initial three-year term, with options to extend for two additional one-year periods, potentially creating a five-year total contract duration. All pesticides must be EPA, FDA, and USDA approved, with contractors prohibited from storing materials on campus and required to provide monthly service reports. The contract includes penalty provisions ranging from one-half to one percent of monthly service costs for late completion or reporting failures, with a fixed-price structure covering all labor, materials, equipment, and services.
