Work includes handling and disposing of raw sewage and potable water per federal, state, and local regulations, with emergency call-outs potentially occurring outside normal business hours. All materials and equipment must conform to ASTM, AWWA, NSF, and LDOTD standards.
The initial contract term runs from award through December 31, 2026, with two optional one-year renewal periods available by mutual written agreement. A single escalation adjustment on renewals is permitted not to exceed the U.S. Bureau of Labor Statistics National Index for all Urban Consumers. The Parish will award to the lowest responsible bidder within forty-five days of bid opening.
Bidders must submit a Louisiana Uniform Public Work Bid Form with a bid guarantee equal to five percent of the total bid amount (cashier's check, certified check, or bid bond from an approved surety). The successful bidder must obtain a Performance and Payment Bond equal to one hundred percent of the contract price. Liquidated damages are assessed daily ranging from $500 per day for contracts valued $0–$250,000 to $3,000 per day for contracts exceeding $10 million. A non-mandatory pre-bid meeting is scheduled for June 4, 2026 at 10:00 a.m. at Tyler Street Hall of Excellence in Covington. Bids remain binding for forty-five days from opening.
