About this opportunity
The Utah State Board of Education (USBE) is conducting a Request for Proposals (RFP) with Solicitation # USBE-CC26057-RFP to procure training and instruction services focused on child sexual abuse and human trafficking prevention for elementary students. The procurement is specifically targeting a qualified vendor to develop and deliver board-approved prevention and awareness programming across Utah's elementary schools. Evaluation criteria will be based on a comprehensive scoring system outlined in the attached evaluation scoresheet, with potential contractors required to demonstrate expertise in developing age-appropriate educational content addressing these sensitive topics. The solicitation covers a potential five-year contract period, with USBE reserving the right to terminate the agreement as needed. Proposals are due by September 10, 2025, and must reference the specific solicitation number on all submitted documentation. Vendors will be assessed on technical capabilities, proposed instructional methodologies, and their ability to meet mandatory minimum requirements detailed in the accompanying procurement documents.
The RFP does not explicitly indicate specific set-aside designations or restrictions for disadvantaged business enterprises. While the solicitation covers Salt Lake County and Salt Lake City jurisdictions, the program appears intended for statewide implementation. The total contract budget is not fully specified in the provided documentation, though the RFP suggests a comprehensive, multi-year engagement. Additional submission requirements include completing vendor reference forms, a PII (Personally Identifiable Information) questionnaire, and potential interviews as part of the selection process. Prospective vendors must carefully review attachments including the Scope of Work, Technical Criteria, and Standard Terms and Conditions to ensure full compliance with USBE's requirements. The contract will likely require detailed performance monitoring, as evidenced by the sample performance monitoring plan included in the procurement documents.
