About this opportunity

The Utah Department of Transportation (UDOT) is issuing an Invitation for Bid (IFB) for Carcass Removal Service in Region 2, with solicitation number UDOT260085CN. The procurement aims to establish a contract with the lowest responsive and responsible bidder to remove and dispose of animal carcasses (both wild and domestic, large and small) from highway right-of-ways on specified routes, as part of a cooperative agreement between UDOT and the Utah Division of Wildlife Resources (UDWR). The contract may result in multiple 5-year agreements for different sub-areas, with bidders required to demonstrate comprehensive capabilities in carcass removal and disposal services. Bidders must provide detailed documentation proving compliance with the specified technical and operational requirements, including their ability to efficiently and safely remove animal remains from designated highway routes. The solicitation is governed by the State of Utah Procurement Code and Utah Administrative Code, with the bid due date set for October 9, 2025. Interested vendors must submit their proposals referencing the specific solicitation number and include all required documentation to be considered for the contract.

The solicitation does not explicitly mention specific set-aside designations or restrictions on the types of organizations that can respond. The procurement appears open to various qualified vendors capable of meeting the technical and operational requirements for carcass removal services. While specific budget ranges are not detailed in the provided documents, the contract structure suggests the potential for multiple awards across different geographic sub-areas. The vendor selection will be based on being the lowest responsive and responsible bidder, with an emphasis on operational capability and compliance with state procurement regulations. Vendors must maintain appropriate insurance coverages, including workers' compensation, commercial general liability, and commercial automobile liability insurance. The contract includes standard state procurement provisions such as ethical procurement practices, compliance with employment laws, and requirements for data privacy and confidentiality. Bidders will need to certify they are not engaged in economic boycotts and comply with state regulations regarding employment verification and foreign entity restrictions.
