About this opportunity

The Oregon Department of Corrections is requesting bids on an intercom and lighting controls upgrade at Two Rivers Correctional Institution in Umatilla under ITB 17677, with bids due October 14, 2026 at 2:00 p.m. PST and a mandatory pre-bid conference on September 15, 2026 at 9:00 a.m. PST; attendance at the entire pre-bid conference is required for bid evaluation eligibility.

The scope encompasses demolition of the existing RS485-based lighting control panel system and replacement with Ethernet-networked LCP units featuring 32-point I/O modules (16-point where noted); installation of CAT6 cabling and conduit from each new LCP to the existing network IDF; demolition of existing DXI cabling and adaptors; replacement of punch panels with new QCP-110 panels and installation of DXL cables to QCP-120-1 boards; and integration of a Harding Instruments rackmount TBE-310-1 Talk Back Expander in the security electronics rack with verification and modification of existing Harding Instruments DXL programming (per Addendum 1, posted August 19, 2026). All new LCPs must be assembled, programmed, and tested at the contractor's shop prior to delivery. Work must maintain continuous facility operation with no individual housing unit lighting control system offline for more than 10 hours and outages only during daylight hours. The lighting controls contractor must be located within 250 miles of the facility, factory authorized by the lighting controls manufacturer, and capable of installing supporting conduit infrastructure; a qualified detention electronics subcontractor is required for touch screen and PLC programming modifications.

The estimated contract value is $900,000 to $1,000,000. Substantial completion is required within 200 calendar days and final completion within 230 calendar days from Notice to Proceed. Liquidated damages are $405 per calendar day for missed deadlines. Award goes to the lowest responsive and responsible bidder. Bidders must hold Oregon Construction Contractors Board registration, submit 10% bid security, and furnish 100% performance and payment bonds within 10 calendar days of award notification. All work is subject to Oregon prevailing wage requirements and a 12% apprenticeship utilization goal. No federal funding is used for this project.
