About this opportunity
The State of Delaware, Office of Management and Budget, Division of Facilities Management, is requesting sealed bids for replacement of a cooling tower and associated modifications at the Transportation Management Center in Smyrna, under Contract No. MC5508000005A, with bids due October 13, 2026 at 1:00 PM. Attendance at a mandatory pre-bid meeting on September 25, 2026 at 10:00 AM at the Transportation Management Center is a prerequisite for bidding.
The scope encompasses cooling tower replacement and associated building modifications, including an optional alternate for replacement of a chemical treatment storage shed. The contract documents are divided into 26 specification divisions covering general requirements, existing conditions, special construction, HVAC systems, electrical work, and associated trades. The contractor must complete all work during the 2026–2027 winter heating season with the new cooling tower operational by March 15, 2027, or provide a temporary cooling tower of equal capacity at no additional cost. Two separate condenser water loop shutdowns must be coordinated with the owner and performed during unoccupied hours. Modifications to the existing Building Automation System (Automated Logic by Radius Systems) must be performed by Radius Systems. The contractor must shut down the existing cooling tower for two weeks during the heating season prior to demolition to measure building performance without cooling tower function. Drawings must be purchased through Reprographics Center, Inc. at $250.00 per paper set or $75.00 per electronic set.
The project is subject to Delaware prevailing wage requirements per OMB wage determination. A $10,000 allowance for unforeseen conditions is included in the base bid. Bid security of ten percent of the base bid plus ten percent of all additive alternates is required; the successful bidder must post performance and payment bonds each at 100 percent of the contract price. The State reserves the right to award on lowest responsive and responsible basis or best-value criteria. Questions are due October 6, 2026 at 4:00 PM. Sealed bids are submitted through the Bonfire Portal at https://DFM.bonfirehub.com or in person at 122 Martin Luther King Jr Boulevard South, Dover, with opening at 2:00 PM on October 13 at the Haslet Armory in Dover. The procurement includes nondiscrimination provisions for Minority Business Enterprises, Disadvantaged Business Enterprises, Women-Owned Business Enterprises, and Veteran-Owned Business Enterprises.
