About this opportunity

The Minnesota Department of Administration, Office of State Procurement, is requesting proposals for traffic signal controllers on behalf of the Minnesota Department of Transportation (MnDOT) and Cooperative Purchasing Venture (CPV) members, with proposals due August 10, 2026 at 2:00 p.m. Central Time through the SWIFT Supplier Portal. The State anticipates contract execution by January 1, 2027 and award completion by that same date.

Respondents must comply with Build America, Buy America (BABA) Act provisions, requiring final assembly in the United States and domestic-sourced components exceeding 55 percent of total component costs, supported by Certificates of Compliance maintained for six years post-delivery. The scope spans four primary line items: Advanced Transportation Controller (ATC) rack-mounted traffic signal controllers, ATC shelf-mounted TS2 Type 1 traffic signal controllers, ATC shelf-mounted TS2 Type 2 controllers with enhanced connectors and telemetry modules, and ATC rack-mounted ramp meter controllers. All controllers must run Linux operating systems with specified Application Programming Interfaces, intersection control software, and GPS modules. Controllers must survive network vulnerability scans using Tenable.sc security center tools while maintaining normal traffic signal operations. All software must be licensed to the purchasing agency for a minimum of 15 years from delivery with no annual licensing or maintenance fees. A minimum two-year warranty on the entire ATC assembly is mandatory; manufacturers must provide product end-of-life notification at least one year in advance and support third-party software integration upon state request. Respondents must submit two fully loaded evaluation units for each form factor following initial documentation review, with demonstrations and training required upon award. Optional six-year extended warranty pricing is available for applicable items, as is training pricing for live in-person training sessions.

The estimated total contract value for one year is $400,000 to $500,000, though this is not binding as a minimum or maximum. The initial contract term runs January 1, 2027 through December 31, 2027, with options to extend up to four additional years in increments determined by the State. Evaluation is weighted on acceptance of state terms and conditions (100 points), accessibility via VPAT documentation (50 points), and cost detail (850 points). All prices must remain firm for 90 days following submission; pricing must be submitted on a per-unit basis in Exhibit D, Supplement 2: Price Schedule. The State reserves the right to award to a single or multiple responders. Questions are due July 27, 2026 at 2:00 p.m. Central Time to Lana DuPaul at lana.dupaul@state.mn.us. Distributors or manufacturer's representatives must provide authorization documentation from the Original Equipment Manufacturer.
