About this file

This price schedule document, issued as Exhibit D, Supplement 2, Addendum 1, outlines the pricing requirements for proposals submitted to the Minnesota Department of Administration, Office of State Procurement, on behalf of the Minnesota Department of Transportation and Cooperative Purchasing Venture members for traffic signal controllers. The solicitation encompasses four primary line items: Advanced Transportation Controller (ATC) rack-mounted traffic signal controllers, ATC shelf-mounted TS2 Type 1 controllers, ATC shelf-mounted TS2 Type 2 controllers with enhanced connectors and telemetry modules, and ATC rack-mounted ramp meter controllers. Proposals are due August 10, 2026, at 2:00 p.m. Central Time through the SWIFT Supplier Portal, with contract execution anticipated by January 1, 2027. The initial contract term runs from January 1, 2027, through December 31, 2027, with options to extend up to four additional years in increments determined by the State.

Responders must provide per-unit pricing on the price schedule for all line items, with the option to include pricing for optional six-year extended warranties and live in-person training sessions. All quoted prices must remain firm for 90 days following submission. The estimated total contract value for one year is $400,000 to $500,000, though this estimate is not binding as a minimum or maximum. All controllers must comply with Build America, Buy America Act provisions, including final assembly in the United States and domestic-sourced components exceeding 55 percent of total component costs. Responders must also submit two fully loaded evaluation units for each form factor following initial documentation review, with product demonstrations and training required upon award. Evaluation criteria are weighted on acceptance of state terms and conditions (100 points), accessibility via VPAT documentation (50 points), and cost detail (850 points). The State reserves the right to award to a single or multiple responders.
