About this opportunity
The West Virginia Department of Education is soliciting quotations for a testing platform to administer social studies assessments to West Virginia students under ARFQ EDD2700000003, with bids due October 27, 2026 at 10:30 a.m. ET and a mandatory pre-bid meeting attendance requirement for all vendors — failure to attend results in bid disqualification.
The scope covers a comprehensive testing platform supporting three assessments: 8th Grade Golden Horseshoe Test (15,000 estimated users), High School US History Exam (11,000 estimated users), and High School Civics Exam (11,000 estimated users). The platform must provide assessment delivery, scoring, and reporting aligned with West Virginia educational standards. Pricing requires one-time implementation fees covering configuration, setup, data migration, training, and deployment, followed by per-test costs for the contract life and annual licensing fees. Annual licensing fees are unlimited and inclusive of training, support, maintenance, administrative users, item and question import, and setup services.
The initial contract term runs one year from award with options to renew for up to three successive one-year periods upon mutual written consent, with renewal requests due thirty days prior to expiration. Quantities are approximations for evaluation; actual orders may vary. Place of performance is West Virginia. Pricing must be firm for the contract life unless otherwise specified.
The vendor must carry Commercial General Liability Insurance of at least $1,000,000 per occurrence and Cyber Liability Insurance of $1,000,000 per occurrence. The platform must comply with FERPA, West Virginia's Student Data Accessibility, Transparency and Accountability Act, and the Software as a Service Addendum, requiring encryption of personal and non-public data at rest and in transit, annual Cloud Security Alliance STAR self-assessments, and SOC 2 audit reports. Apparent successful vendors must register with the West Virginia Purchasing Division and pay a $125 registration fee prior to award. Questions are due October 15, 2026 at 4:00 p.m. ET. Submissions must be electronic through wvOASIS or physical delivery to the Department of Education, Building 6, Room 700, Charleston, West Virginia.
