About this opportunity

The Commonwealth of Virginia, Department of General Services, Division of Purchases and Supply is requesting proposals for an optional-use statewide contract to provide Temporary Personnel Services across ten geographic zones and six occupational lots (Administrative Services, Educational and Media Services, Public Safety, Natural Resources and Applied Services, Trades and Operations, and Tax Services), with proposals due October 14, 2026 at 3:00 PM EST and an optional virtual pre-proposal conference on September 18, 2026 at 11:00 AM EST.

The Commonwealth has established a goal that over 42 percent of purchases be made from Department of Small Business and Supplier Diversity (DSBSD)-certified small businesses. Offerors certified as DSBSD small businesses receive maximum points for the small business participation evaluation criterion with no additional subcontracting requirements; non-certified offerors receive points based on proposed expenditure percentages with DSBSD-certified small businesses relative to total contract price for the initial contract period.

Offerors must demonstrate a minimum of five years of documented experience providing temporary personnel services and have capacity to fill all positions within any lot they propose. Authorized users include all Commonwealth executive branch agencies, institutions of higher education, and other public bodies as defined in Virginia Code 2.2-1110, 2.2-1120, and 2.2-4301. Contractors must register in eVA, accept Small Purchase Charge Cards at Level 2 minimum, comply with the Small Business Subcontracting Plan, register with E-Verify if they have more than 50 employees and the contract exceeds $50,000, and provide Financial Warranty certification that pricing to the Commonwealth is at least as favorable as pricing to any other Virginia public body for identical services. Pricing must be submitted as markup rates using the provided Attachment K spreadsheet; the bill rate consists of the authorized user-determined hourly pay rate plus the contractor's fixed markup rate. Contractors pay a two percent surcharge adjustment fee on total invoiced sales and must submit quarterly sales reports.

The initial contract period is two years from execution, with two optional two-year renewal periods available at the Commonwealth's discretion. Price increases at renewal are limited to the Consumer Price Index increase for Urban Wage Earners and Clerical Workers. Historical spending data shows approximately $399 million in orders processed between January 1, 2020, and December 31, 2025 under the current contract. The Commonwealth intends to award multiple contracts per zone and per lot through competitive negotiation. All proposals must be submitted electronically through eVA. Contractors bear all responsibility for payroll taxes, workers' compensation insurance, and employer obligations for temporary personnel assigned under the contract.
