The RFP seeks sealed proposals to establish optional-use term contracts with one or more qualified suppliers to provide temporary personnel services on an as-needed basis to Commonwealth agencies, institutions of higher education, and other authorized public bodies. The contract will be competitively negotiated with the intent to award multiple contracts per zone and per lot. Specific response dates, due dates, site visits, bidders' conferences, award dates, and contract term details are not provided in this attachments document.
The Federal Terms and Conditions impose mandatory compliance requirements on contractors including debarment and suspension verification under 2 C.F.R. Part 180 and Part 3000, procurement of recovered materials per EPA guidelines, Byrd Anti-Lobbying Act certification for bids exceeding $100,000, Clean Air Act and Federal Water Pollution Control Act compliance with reporting obligations to FEMA and EPA, Contract Work Hours and Safety Standards Act provisions for contracts exceeding $100,000 with overtime compensation requirements and liquidated damages provisions, and equal opportunity and nondiscrimination requirements for federally assisted construction contracts under Executive Order 11246. Contractors must include these requirements in all subcontracts and are subject to potential suspension, debarment, and contract cancellation for noncompliance. The document specifies that contractual disputes must be submitted within sixty days of final payment, with the Commonwealth rendering decisions within thirty days.
