About this opportunity

The Illinois Department of Corrections is requesting bids on temporary employee services at Menard Correctional Center in Chester, Illinois under IFB 26-426DOC-CENTO-B-52949, with bids due July 15, 2026 and a mandatory pre-submission conference that bidders must attend in full to avoid disqualification. A Business Enterprise Program (BEP) goal of 46% participation and a Veteran Small Business Program (VBP) goal of 5% participation are required; failure to submit utilization plans for either program renders bids non-responsive. This is not a small-business set-aside.

The scope is qualified vendor provision of Stationary Engineer staffing on a non-exclusive, as-needed basis to support powerhouse operations twenty-four hours per day, seven days per week, year-round. Personnel must hold a minimum of four years of verifiable experience in power plant operations and firing high-pressure and low-pressure stationary boilers, maintain current stationary engineer licenses and certifications, and be dispatched through International Union of Operating Engineers Local 399. Vendors must complete background investigations, drug testing, and facility orientation within fifteen calendar days of contract execution and commence service no later than thirty calendar days after execution. A minimum ninety-five percent monthly fill rate for confirmed scheduled shifts is mandatory.

The initial contract term is six months with a maximum total term not to exceed ten years including all renewal periods and extensions. Vendor personnel are independent contractors ineligible for State benefits; the vendor bears sole responsibility for wages, withholdings, workers' compensation, and all employer obligations. Required insurance: general commercial liability of $1 million per occurrence with $2 million annual aggregate, auto liability coverage of $1 million per occurrence, and workers' compensation as required by law. Subcontractors with annual values exceeding $100,000 require prior written approval. Questions are due July 6, 2026. A mandatory $15 fee for the Minority Contractor Opportunity Initiative will be deducted from the first check issued to any awarded vendor under contracts of $1,000 or more. The contract may be partially or totally funded with Federal funds, with the percentage and dollar amount disclosed upon notice of award.
