About this file
This document is a Veterans Business Program (VBP) Goal Waiver Request and Review Form (Version 26.1) issued by the State of Illinois through the Chief Procurement Office. It is designed to facilitate the evaluation of waiver requests when prime vendors are unable to meet the state's 3% goal for awarding contracts to small businesses owned and controlled by veterans and service-disabled veterans, as established under the Illinois Procurement Code (30 ILCS 500/45-57(a)). The form requires prime vendors to demonstrate comprehensive good faith efforts to solicit, evaluate, and negotiate with certified VBP vendors before a waiver can be granted. Prime vendors must document the timeline and thoroughness of their outreach efforts, provide evidence that certified vendors received sufficient time to respond with all relevant scope and specification information, and demonstrate good faith negotiations including reasons why agreements could not be reached. Additionally, vendors must affirm efforts to identify economically feasible work portions that could be performed by certified vendors.
The form operates through a multi-level review process involving three stages of approval and documentation. Prime vendors complete Section I and II, providing solicitation information and detailed waiver justifications with supporting documentation; the purchasing entity completes Section III with their review and recommendation, which is submitted to the VBP Compliance office at Jacob.Perez@Illinois.gov; and finally, the CEI Deputy Director completes Section IV with their determination. Failure to complete the VBP Utilization Plan with adequate documentation of good faith efforts may render a bid non-responsive. The form emphasizes that no certified vendors should be rejected without sound justification based on thorough and objective evaluation, and that all documentation must reflect the timeline and comprehensiveness of the outreach and negotiation process.
