About this opportunity

St. Tammany Parish Government in Louisiana is requesting sealed quotes for the Tammany Trace Solar Pedestrian Activation System Replacement project, with quotes due June 10, 2026 at 2:00 p.m. and a required site visit. Louisiana Highway, Street, and Bridge Construction licensure is mandatory; if estimated cost reaches $50,000 or more, failure to hold an active license results in rejection.

The scope covers removal of existing solar pedestrian crossing systems and installation of new solar-powered pedestrian activation systems at seven locations along the Tammany Trace: Dove Park Road, Sharp Road, Lonesome Road, Hoffman Road, Robert Road (Mandeville area), Lake Road (Lacombe), and Thompson Road (Slidell). Each site requires a LightGuard Systems XL Controller 4 RAD Automatic Pedestrian Activation system with two rectangular rapid flashing beacons and two LED-illuminated pedestrian warning signs per crossing, capable of supporting a minimum of 1,100 daily activations with 16-second flash duration. The contractor must also perform saw cutting, install conduit and wiring, program controllers, and conduct full system testing and commissioning. An approved equal to the LightGuard Solar System may be substituted. The manufacturer's warranty requirement is three years from acceptance date for in-roadway warning lights, bollards, controllers, and related cabling.

Sealed quotes are subject to public opening on the due date. The lowest monetary quote in compliance with the request receives award. For projects costing $25,000 or more, a performance bond equal to 100 percent of project cost is required within 10 working days of request. Pricing must be firm for the contract term. Liquidated damages for missed completion deadlines range from $500 daily for contracts $0–$250,000 to $3,000 daily for contracts exceeding $10 million. The contract begins upon Parish President signature and terminates upon satisfactory completion. Questions are due June 3, 2026; an addendum deadline is June 5, 2026.
