About this file

This is Addendum No. 3 to a sealed quote request issued by St. Tammany Parish Government in Louisiana for the Tammany Trace Solar Pedestrian Activation System Replacement project. The project requires installation of LightGuard Systems XL Controller 4 RAD Automatic Pedestrian Activation systems at seven locations along the Tammany Trace, with each site receiving two rectangular rapid flashing beacons and two LED-illuminated pedestrian warning signs. The scope includes removal of existing solar pedestrian crossing systems, installation of new equipment, saw cutting, conduit and wiring installation, controller programming, and full system testing and commissioning. Sealed quotes are due Wednesday, June 17, 2026, with a mandatory site visit required. The contractor is responsible for all traffic control, flagging operations, lane closures, and associated work necessary for installation. All components required for a complete and fully functional flashing beacon system, including Remote Activation Detectors, mounting hardware, wiring, communications equipment, and associated infrastructure, must be included under the LightGuard Systems installation line item with no separate pay items provided. St. Tammany Parish Government will provide new poles and concrete foundations for new poles as required.

Pricing must be firm for the contract term, with the lowest compliant monetary quote receiving the award. For projects costing $25,000 or more, a performance bond equal to 100 percent of project cost is required within 10 working days of award. Contractors must maintain an active Louisiana Highway, Street, and Bridge Construction license; failure to hold such licensure for projects estimated at $50,000 or more results in bid rejection. The manufacturer's warranty requirement is three years from the acceptance date for in-roadway warning lights, controllers, and related cabling. Liquidated damages for missed completion deadlines apply on a daily basis according to contract value thresholds. An approved equal to the LightGuard Solar System may be substituted. The bid opening date remains unchanged despite contractor requests for postponement and a mandatory pre-bid meeting.

Please find the following addendum to the below-mentioned QUOTE.

Addendum No.: 3

Quote#: 26-17-1

Project Name: Tammany Trace Solar Pedestrian Activation System

Quote Due Date: Wednesday, June 17, 2026

QUESTIONS & ANSWERS:

Question 1. The LightGuard specified system requires Rectangular Rapid Flashing Beacons

(RRFBs) and Remote Activation Detectors to be wired back to the control panel.

There is currently no pay item provided for roadway removal or boring required to install this wiring. Addendum 1 indicates that this cost is to be included under

Reference No. 3; however, performing this work will require a flagging operation, as the majority of the roadways do not have usable shoulders.

Can you please clarify the MOT restrictions and allowable timeframes for performing this work?

Answer 1. All traffic control and flagging operations, lane closures, and associated work necessary to complete the installation of the LightGuard Systems or equal shall be the responsibility of the contractor and shall be included in the bid price.

Question 2. Regarding the Remote Activation Detectors: these are required to be mounted on a pole within the bike lane, within 5 feet of the crosswalk and 2 feet outside of it.

Should these detectors and associated mounting infrastructure be included under

Reference No. 3 – Installation of LightGuard Systems (or equal)?

Answer 2. All components required for a complete and fully functional flashing beacon system including Remote Activation Detectors, mounting hardware, wiring, communications equipment, and associated infrastructure required by the manufacturer’s system design shall be included under Ref 3.

Question 3. It is our understanding that this component may vary by system and could warrant a separate pay item.

Answer 3. No separate pay items will be provided for these components.

Question 4. Given the level of uncertainty surrounding the scope and installation requirements, we believe it would be beneficial to postpone the bid and hold a mandatory pre-bid meeting. This would help ensure that the requirements from St. Tammany Parish are clearly defined, consistent, and achievable for all bidders

Answer 4. At this time the bid/quote opening date will remain unchanged and will not be rescheduled.

Question 5. Is st tammany parish government providing new poles and concrete fondations for new poles required?

Answer 5. Yes
