About this opportunity

The State of Minnesota Department of Administration is requesting proposals for municipal tractors and related accessories under RFP T-652(5), with proposals due October 2, 2026 at 3:00 PM Central Time. The contract will be available to State Agencies and Cooperative Purchasing Venture (CPV) members on an as-needed basis. Targeted Group, Economically Disadvantaged, and Veteran-Owned businesses certified by the State receive 12% preference points; DEED and DHS eligible providers receive 6% preference points. The State encourages participation from Minnesota-based small businesses, including minority-owned, women-owned, and disability-owned enterprises.

The scope covers 4-wheel drive or track drive tractors capable of employing multiple tools such as snow blowers, plows, and mowers for municipal maintenance work. Equipment must comply with federal and Minnesota safety codes and feature rollover protection and seat belts as options for units 20 horsepower or larger. Tractors must be battery-electric or internal combustion powered with a maximum width of 60 inches preferred (up to 105 inches acceptable). All equipment must be new, current manufacturer production models with original equipment manufacturer (OEM) standard warranties. Responders must be the OEM, an authorized distributor, or a manufacturer's representative; distributors and representatives require OEM authorization letters or documentation of manufacturer website listing. Brokers are not permitted.

The estimated contract value is $1.5 million to $2.5 million annually; this represents neither a minimum nor maximum obligation. The initial contract term runs November 1, 2026 through October 31, 2027, with an option to extend up to 48 additional months in State-determined increments. Pricing submissions may use fixed prices or discounts off OEM or dealer list price. Contractors must respond to quote requests within three business days, submit a 1% administrative fee quarterly on total contract spend, and if contract value exceeds $500,000, track and report diverse spend quarterly.

A virtual pre-proposal meeting is scheduled for September 22, 2026 at 1:00 PM Central Time; attendance is strongly encouraged but not mandatory. Written questions are due September 25, 2026 at 3:00 PM Central Time to Kristi.Anton@state.mn.us. All responses must be submitted electronically through the SWIFT Supplier Portal. Evaluation will occur in three phases: Phase 1 assesses responsiveness and pass/fail requirements, Phase 2 evaluates acceptance of State terms (100 points), cost detail (900 points), and preference points (up to 120 points), and Phase 3 selects finalist(s) based on best value. Evaluation and selection is anticipated by October 21, 2026. Proposal costs and terms remain firm for 180 days unless accepted, rejected, or modified through negotiation. All work must be performed within United States borders.
