About this file

This document contains the formal response requirements and attachments for a Request for Proposal (RFP) issued by the State of Minnesota for Municipal Tractors (Solicitation T-652(5)). The solicitation seeks responders to provide municipal tractors along with accessories and optional equipment for purchase by State Agencies and Cooperative Purchasing Venture (CPV) members on an as-needed basis. A virtual pre-proposal meeting was scheduled for Tuesday, September 22, 2026, at 1:00 PM CT, with attendance encouraged but not mandatory. Prospective responders were required to submit written questions by Friday, September 25, 2026, at 3:00 PM CT to Kristi.Anton@state.mn.us. All responses must be submitted electronically through the Supplier Portal by the deadline specified in the Event Details; non-electronic and email submissions will not be accepted.

Responders must submit all required documentation including Attachment A (Responder Declarations), Attachment B (Exceptions to State's Terms and Conditions), Attachment D (Responder Forms including Workforce Declarations, Exhibit D Price Schedule, and Exhibit D Supplement 1 with Sample Quote and Invoice). The Price Schedule allows responders to submit pricing using either a fixed price method or a discount off pricelist/catalog price method. Responders must complete separate tabs for each tractor model offered while retaining the original template format. Additional pricing requirements include delivery terms, rental rates if applicable, warranty information, installation hourly shop rates, and ancillary items such as filters and manuals. Responders must indicate their status as either the Original Equipment Manufacturer (OEM), an authorized distributor, or a manufacturer's representative, with distributors and representatives required to provide either an OEM authorization letter on letterhead or documentation of listing on the manufacturer's website. Brokers are not permitted to submit responses. Responders must also complete Workforce and Equal Pay Declarations as required for State contracts, and provide contact information for contract management, purchase order receipt, and usage reporting.
