About this opportunity
The Tennessee Department of General Services, Central Procurement Office is soliciting bids for SWC 225 Highway & Heavy Equipment, a statewide master contract for highway and heavy equipment to be made available to all Tennessee state agencies and authorized users including local governmental agencies, university systems, and qualifying nonprofits, with bids due July 17, 2026 at 3:00 PM CDT.
Only manufacturers' authorized full-service dealerships may bid — manufacturers bidding directly are ineligible. Awards will be made to the lowest responsive and responsible manufacturer's dealer per category per region. The contract establishes four purchasing regions covering all 92 Tennessee counties. Vendors must bid all items within a submitted category using the same brand to be considered responsive and awarded that category and region; multiple brands may be awarded within the same category across different regions, but each region will have only one authorized dealership per manufacturer.
The scope encompasses comprehensive highway and heavy equipment including motor graders, wheel loaders, excavators, dozers, compactors, dump trucks, street sweepers, tack oil distributors, and message signs, along with specialized attachments. Equipment must meet detailed technical specifications covering engine performance, operational standards, safety certifications, and federal and state compliance requirements. Bidders must submit manufacturer authorization letters confirming dealership status with full-service facilities and their locations within Tennessee; catalogs or pricing sheets; lists of authorized service representatives and technicians; service truck and parts drop-off location information; contact information for a contract administrator; standard warranty periods; and attestations of Iran Divestment Act compliance and non-debarment status.
The contract establishes a fixed price period of 180 days with semi-annual catalog updates. Pricing includes a mileage rate of $0.070; parts and service freight charges are excluded for standard stock orders but included for expedited shipping. All bids must be submitted through the EDISON Supplier Portal. Contact: Michael Neely at (615) 741-5971 or michael.t.neely@tn.gov.
