About this opportunity

The State of North Carolina, Department of Administration, Division of Purchase & Contract, is requesting bids for a statewide term contract (STC #4219A) to supply durable medical equipment across ten product categories including wheelchairs, lifts, mobility aids, scooters, beds, and bathroom safety products, with bids due October 5, 2026, and a pre-bid conference scheduled for September 14, 2026.

The scope covers new, unused, current-production commercial and institutional quality DME with delivery timelines of fourteen calendar days for standard products, thirty days for custom orders, and sixty days for backordered or manufacturer-delayed items, all FOB destination to any location within North Carolina's 100 counties. Vendors must maintain a 95 percent on-time delivery rate, provide manufacturer's standard warranty coverage for a minimum of twelve months, and employ RESNA-certified Assistive Technology Specialists for wheelchair seating assessments. Vendors must also coordinate with clinical evaluation teams, maintain adequate repair parts, and staff full-time maintenance technicians for all equipment offered.

Pricing is based on percentage discounts off current manufacturer's suggested retail price (MSRP), with vendors required to demonstrate price reasonableness by offering the same or better discounts than provided to other state contracts, GSA, the Veterans Administration, or the Department of Defense. Vendors may submit alternate bids, volume-based or tier pricing, and rebates calculated on quarterly sales reports.

The estimated five-year contract spend is $1 million ($200,000 annually), though no minimum or maximum quantities are guaranteed. The contract term is five years from final execution, with the State retaining the right to conduct open enrollment to add new manufacturers during the contract period. The State reserves the right to award to multiple vendors to ensure geographic coverage across all 100 counties. Written questions are due September 16, 2026, with State responses by September 25. Vendors must provide three customer references, complete financial stability certifications, and register with the North Carolina Secretary of State upon award notification. The intended award date is October 30, 2026.
