About this file
This is a Bid Addendum 2 (Questions and Answers) issued by the North Carolina Department of Administration, Division of Purchase & Contract, for Statewide Term Contract (STC) DPC-2338088290-KG for Durable Medical Equipment. The solicitation encompasses ten product categories including wheelchairs, mobility devices, lift chairs, stair lifts, ceiling lifts, porch lifts, patient lifts, hospital beds, bathroom safety equipment, and door openers. The bid opening is scheduled for October 5, 2026, at 2:00 PM ET, with the intended award date of October 30, 2026. The contract term is five years from final execution. Written questions were due by September 16, 2026, with State responses issued in this addendum on September 25, 2026. The addendum includes five modifications to the original solicitation, addressing delivery timelines for custom orders, service and repair requirements, standard installation provisions, pricing methodology, and award criteria. Key modifications clarify that custom orders requiring site evaluation, measurements, permits, fabrication, or manufacturer production time exceeding standard delivery windows may be subject to project-specific schedules agreed upon in writing prior to purchase order issuance, and that bariatric/heavy-duty beds classified as Standard Installation may include additional assembly time within the vendor's bid price.
Pricing shall be based on percentage discounts off the current manufacturer's suggested retail price (MSRP), with vendors required to demonstrate price reasonableness by offering the same or better discounts than provided to other state contracts, GSA, the Veterans Administration, or the Department of Defense. The estimated five-year contract spend is $1 million total (approximately $200,000 annually), though no minimum or maximum quantities are guaranteed. Vendors must maintain a 95 percent on-time delivery rate measured by shipment to the designated location, provide manufacturer's standard warranty for a minimum of twelve months, employ or contract with RESNA-certified Assistive Technology Specialists for wheelchair seating assessments, and maintain full-time maintenance technicians for equipment categories offered. Standard delivery is fourteen calendar days; custom orders require thirty days or sixty days if backordered or manufacturer-delayed. Vendors may provide coverage for all 100 North Carolina counties or select counties, with the State's intent to award multiple vendors across categories to ensure geographic statewide coverage and availability. All repairs to equipment still under warranty, including parts, labor, and travel, are at no cost to the agency or end user. The addendum also addresses subcontractor requirements, insurance obligations set at the greater-than-$1-million tier as default coverage, and clarifies that vendors must be manufacturers or authorized distributors with proper product and service authorizations documented at bid submission.
