About this file
This is Bid Addendum 1 issued by the North Carolina Department of Administration, Division of Purchase and Contract, for Solicitation Number DPC-2338088290-KG, a statewide term contract (STC) for Durable Medical Equipment. The solicitation encompasses ten product categories of DME including wheelchairs, stair lifts, bathroom chairs, mobility aids, scooters, beds, patient lifts, shower/bath safety equipment, door openers, and miscellaneous other DME products, with vendors able to bid on all 100 North Carolina counties or select specific counties. The Pre-Bid Conference was held on September 14, 2026, at 2:00 PM EST, with written solicitation-specific questions due by September 16, 2026, and State responses provided by September 25, 2026. Bid opening is scheduled for October 5, 2026, with an anticipated contract award date of October 30, 2026. The contract term is five years from final execution, with no guaranteed minimum spend as usage depends on individual state entity needs.
Pricing shall be based on percentage discounts off current manufacturer's suggested retail price (MSRP) by category and subcategory, with vendors required to provide separate discount percentages for parts and accessories. The evaluation method prioritizes the highest percentage discount off MSRP while considering breadth of items offered, quantity, quality, delivery, service, and geographic coverage. Vendors must submit required documentation including Attachment A Pricing Workbook, customer reference forms (minimum three references for exact equipment offered), certification of financial condition, location of workers documentation, descriptive literature, warranty information, implementation and communication plans, and customer service plans. Multiple vendors may be awarded per category to ensure statewide coverage. The estimated five-year contract value is $1 million ($200,000 annually), though no minimum or maximum quantities are guaranteed. All bids must be submitted through the Ariba Sourcing Tool, and vendors must comply with all North Carolina General Terms and Conditions and federal regulations regarding lobbying certification.
