About this opportunity
The State of Iowa is requesting bids for statewide elevator maintenance, repair, inspection, and emergency response services across state-owned and leased facilities under RFB 005-RFB-3085-2026, with bids due October 23, 2026. The State intends to award contracts to up to three lowest bidders for each of Zones 1–4 and up to three lowest bidders for Zone 5, based on geographic work zones spanning the entire state. Bidders may submit bids for multiple zones but must maintain a physical, non-residential facility within each zone for which they bid; the State may apply special considerations for vendors split between zones or bordering out-of-state cities.
Bidders must be registered with the Iowa Department of Inspections, Appeals, and Licensing (DIAL) and comply with ASME A17.1, ASME A18.1, NFPA 70, ADA standards, and Iowa Code 89A. Out-of-state technicians must hold valid Iowa DIAL elevator mechanic licenses. The scope encompasses routine and preventative maintenance, inspections, testing, emergency response, and repair or replacement of elevator parts across 157 permitted devices (passenger and freight elevators, dumbwaiters, wheelchair lifts, and vertical platform lifts) currently operating at facilities managed by the Department of Corrections, Department of Transportation, Department of Human Services, Iowa State Patrol, and Board of Regents.
The contract term runs December 1, 2026 through November 30, 2027, with options for renewal by mutual agreement for up to five additional years. Bidders must submit preventative maintenance pricing on a flat monthly per-elevator basis by system type and number of landings, hourly rates for maintenance and repair outside preventative maintenance (regular, overtime, and double overtime), and percentage markups on contractor invoice costs for materials. Response times are four business hours for urgent repairs, two business days for routine repairs, and one hour for emergency entrapment situations. Liquidated damages apply: $500 for initial hour delays in emergency entrapment response and $250 per business day for urgent out-of-service delays. A thirty-day joint physical inspection of all assets must be conducted following award to document baseline status and identify pre-existing deficiencies requiring separate written estimates.

The RFB process benefits the Lead and Participating Agencies and is intended to provide competitive information for use in the selection process. This document does not cover all circumstances; Bidders are responsible for determining all factors necessary to prepare complete bids. The State of Iowa is seeking qualified Vendors to provide comprehensive elevator repair, maintenance, inspection, and emergency response services across State owned and leased facilities.
