The RFB solicits competitive bids for comprehensive elevator repair, maintenance, inspection, and emergency response services. The State intends to award contracts based on five geographic work zones covering the entire state: Zone 1 (Northeast), Zone 2 (Northwest), Zone 3 (Southwest), Zone 4 (Southeast), and Zone 5 (Des Moines Metro area). Bidders may submit proposals for multiple zones but must maintain a physical, non-residential facility within each zone for which they bid. The solicitation was issued on September 28, 2026, with bids due on October 23, 2026, at 2:00 PM CDT. There is no mandatory site visit associated with this solicitation. The initial contract term runs from December 1, 2026, through November 30, 2027, with options for renewal by mutual agreement for up to five additional years. The State may award up to three contracts to the lowest bidders for Zones 1-4 and up to three contracts to the lowest bidders for Zone 5.
Bidders must comply with all state and federal regulations, including Iowa Code 89A and licensing requirements from the Iowa Department of Inspections, Appeals, and Licensing (DIAL); out-of-state technicians must hold valid Iowa DIAL elevator mechanic licenses. Payment terms are Net 60 days, with bidders able to offer a discount for payment within 30 days. Bidders must submit a quarterly sales report and pay a 1.00% administrative fee on net sales to the State. Bidders are required to submit detailed pricing information including preventative maintenance costs on a flat monthly per-elevator basis by system type and landings, hourly rates for maintenance and repair work at regular, overtime, and double-overtime rates, and percentage markups on contractor invoice costs for materials. Bidders must certify that they are not a "Prohibited Company" as defined in Iowa Code section 12K.1(4) and must authorize background investigations of officers, directors, and managerial personnel. The contract will be made available to political subdivisions and nonprofit entities qualifying under IRS 501(c) provisions. The State of Iowa is seeking qualified Vendors to provide comprehensive elevator repair, maintenance, inspection, and emergency response services across State owned and leased facilities. Due to the Statewide scope of service and geographic coverage requirements, the State intends to award based on work zones. The State may award contracts up to the 3 lowest Bidders for Zone 1-4 services and the 3 lowest Bidders for Zone 5 services.
Bidders may submit bids on more than one zone. Bidders must maintain a physical, non residential facility within the zone(s) for which they are bidding. The State may apply special considerations in situations where a Vendor facility is split between two zones or a bordering city in another State (i.e. Omaha, NE and Council Bluffs, IA or Davenport, IA and Moline, IL.).
Note that out-of-state corporate registrations do not automatically authorize technicians under Iowa Code 89A. Out-of-state technicians crossing into Iowa boundaries must hold valid Iowa Department of Inspections, Appeals, and Licensing (DIAL) elevator mechanic licenses.
