About this opportunity

The State of Missouri Office of Administration, Division of Purchasing, is requesting proposals for a statewide bakery products contract to serve multiple state agencies across five regional delivery areas (Central, Eastern, Northwest, Southern, and West Central), with proposals due October 28, 2026, at 2:00 p.m. Central Time. This is a preferred-use arrangement with no guaranteed minimum purchases; historical encumbrances under the prior contract totaled approximately $222,328.84, though the state makes no assurance of future purchase volumes.

All bread products must be enriched per United States government standards and free from tree nut allergens. Delivery schedules vary by agency from once to five times weekly, with all deliveries required within seven calendar days of purchase order receipt. Pricing must be firm and fixed, with all costs including delivery, transportation, and unloading incorporated into quoted prices. The contract term runs November 30, 2026, through November 29, 2027.

The contract carries a mandatory one percent quarterly administrative fee on all payments received, due by the 15th of the month following each calendar quarter. Contractors must submit quarterly usage reports electronically to ereports@oa.mo.gov documenting all transactions by customer entity type, product description, quantity, unit price, and extended price, even if no purchases occurred during the quarter.

Vendors must achieve "Approved" status in MissouriBUYS WebProcure/Proactis and "Spend Authorized" status in MissouriBUYS powered by MOVERS to be eligible for award. Proposals must be submitted electronically through MissouriBUYS powered by MOVERS; all other submission methods are rejected. Contractors must maintain current Missouri Secretary of State business registration, comply with federal and state laws including anti-discrimination and ADA requirements, maintain liability insurance naming the state as additional insured, and submit W-8 forms if a foreign vendor without an IRS Employer Identification Number. The state reserves the right to terminate for convenience with thirty days' written notice. The contract participates in Missouri's Cooperative Procurement Program, permitting other governmental entities to order at identical terms, though the state assumes no financial responsibility for non-state entity purchases.
