About this file

This is a Request for Proposal (RFP) issued by the State of Missouri Office of Administration, Division of Purchasing, on behalf of various statewide agencies throughout Missouri for the provision of bakery products. The solicitation seeks a single contractor to supply bakery products to multiple state facilities across five regional delivery areas: Central, Eastern, Northwest, Southern, and West Central regions. The contractor must deliver products meeting specified quality and wholesomeness standards, with all bread products enriched according to United States government standards and free from tree nut allergens. Delivery requirements are strictly defined by location and time windows, ranging from single-day-per-week to five-day-per-week schedules depending on the ordering agency. Deliveries must be made within seven calendar days of a properly executed purchase order, with products kept strictly fresh and coordinated directly with each state agency. The proposal deadline is October 28, 2026, at 2:00 PM Central Time, with the contract period running from November 30, 2026, through November 29, 2027. Proposals must be submitted electronically through MissouriBUYS powered by MOVERS; all other submission methods are rejected. Historical contract spending data shows approximately $222,328.84 in encumbrances during the previous contract period, though the state makes no guarantees regarding future purchase volumes.

Pricing must be firm and fixed as indicated on the Pricing Page (Exhibit B), with all costs including delivery, transportation, unloading, and any other expenses incorporated into quoted prices. The contract operates as a preferred use arrangement with no guaranteed minimum purchases, and the state reserves the right to terminate for convenience with thirty days' written notice. The contractor must participate in Missouri's Cooperative Procurement Program, allowing other governmental entities to order at the same terms, though the state assumes no financial responsibility for non-state entity purchases. A mandatory one percent administrative fee applies quarterly on all payments received, due by the 15th of the month following each calendar quarter. The contractor must maintain current business registration with the Missouri Secretary of State, comply with all applicable federal and state laws including anti-discrimination and Americans with Disabilities Act requirements, and maintain adequate liability insurance naming the state as an additional insured. Foreign vendors without an IRS Employer Identification Number must submit completed W-8 forms. Vendors must achieve "Approved" status in MissouriBUYS WebProcure/Proactis and "Spend Authorized" status in MissouriBUYS powered by MOVERS to be eligible for award.

The contractor shall provide the products and/or services as described herein under the terms and conditions, requirements, and specifications of the contract, including prices, to other government entities in accordance with the Technical Services Act (section 67.360, RSMo, which is available on the internet at: https://revisor.mo.gov/main/OneSection.aspx?section=67.360&bid=2758&hl=).
