About this opportunity

The Greater Rockford Airport Authority is seeking a bulk supply of solid de-icing compound (Sodium Formate) for airside use through Invitation to Bid (ITB #25-27), specifically targeting a product that meets FAA-approved specification SAE AMS 1431. The procurement is focused on a specialized de-icing material with strict requirements, including a spherical shape, no more than 1% corrosion inhibitors, and explicit exclusion of agricultural granular urea. Bidders must provide comprehensive documentation including a technical bulletin on environmental impact, safety data sheet, handling guidelines, biological oxygen demand and toxicity report, and independent laboratory certification. The contract period will span twelve months from October 1, 2025, through September 30, 2026, with bid responses due on September 17, 2025, at 9:00 AM. The airport has historically used approximately 20 tons of de-icing material during the winter season, though this does not constitute a guaranteed purchase commitment. Evaluation criteria will include price, qualifications, past performance, and product quality, with the airport reserving the right to select the most appropriate supplier.

The solicitation does not explicitly mention set-aside designations or restrictions for disadvantaged enterprises. Vendors must maintain $1,000,000 in commercial liability insurance and may be required to provide on-site training. Pricing will be structured per ton, with a unique provision that vendors must buy back unused product at the end of the season. While specific budget ranges are not detailed, the airport's historical usage of 20 tons provides a baseline for potential contract value. The procurement allows for potential preference to vendors with ISO 9002 certified production processes, though this appears to be a supplementary consideration rather than a mandatory requirement. No incumbent vendors are identified in the documentation, and no specific integration requirements with existing infrastructure are mentioned. The contract is geographically focused on Washington County, Illinois, and specifically serving the Greater Rockford Airport Authority's de-icing needs.
