About this file
This is an Invitation to Bid (ITB #25-27) issued by the Greater Rockford Airport Authority for a Solid De-Icing Compound (Sodium Formate) procurement. The bid was issued on September 5, 2025, with bid responses due on September 17, 2025, at 9:00 AM. The contract period will span twelve months from October 1, 2025, through September 30, 2026. The airport is seeking a bulk supply of airside prilled deicing/anti-icing solid compound that meets FAA-approved specification SAE AMS 1431, with specific requirements including no more than 1% corrosion inhibitors and a spherical shape. Agricultural granular urea is explicitly excluded from this bid.
The bid requires vendors to provide comprehensive documentation, including a technical bulletin covering environmental impact, safety data sheet, handling and application guidelines, a biological oxygen demand and toxicity report, and independent laboratory certification. The airport used approximately 20 tons of this material during the winter of 2024-25 and has historical usage data, though this is not a guaranteed purchase commitment. Pricing will be per ton, with vendors required to buy back unused product at the end of the season. Additional requirements include providing on-site training, maintaining $1,000,000 in commercial liability insurance, and potentially offering ISO 9002 certified production processes. The airport reserves the right to determine the most appropriate supplier based on factors including price, qualifications, past performance, and product quality.
