About this opportunity

Monroe County, Florida is requesting proposals for comprehensive paratransit and demand-response transportation services throughout Monroe County under the Social Services Transportation Disadvantaged Program, with sealed proposals due July 21, 2026 at 3:00 p.m. via the Bonfire electronic platform.

The contractor must demonstrate a minimum of fifteen years of continuous experience providing paratransit or demand-response transportation services and hold proper Florida licensure for passenger transportation. Services must include door-to-door or curb-to-curb transportation for transportation-disadvantaged residents (elderly individuals, persons with disabilities, and income-eligible populations), ADA-compliant accessible vehicles with a minimum of three in active service, scheduling and dispatch capabilities, and customer service via telephone, email, and digital platforms. The contractor must comply with Chapter 427 Florida Statutes, ADA requirements, FDOT regulations, and drug and alcohol testing protocols, and provide declared state-of-emergency evacuation transportation for special-needs clients upon County activation.

The initial contract period is one year, with the County reserving the right to extend for four additional one-year periods contingent on satisfactory performance and mutual agreement. Annual renewals may include cost adjustments based on the Consumer Price Index for all urban consumers (CPI-U) for the year ending December 31 of the previous year. Pricing must be submitted as a fixed cost per mile for each service type on an all-inclusive, reimbursement basis. The County will award to the responsible proposer whose proposal is most advantageous considering qualifications, experience, technical approach, implementation readiness, and cost—not necessarily the lowest-priced proposer. The contractor must demonstrate immediate operational ability to commence services on October 1, 2026. Questions should be directed to Lourdes Francis at Francis-Lourdes@monroecounty-fl.gov or submitted through Bonfire. Proposals will become public records after an intended decision is made or 30 days from proposal opening, whichever occurs first, unless rejected under Florida Statutes 119.071.
