About this opportunity

The South Carolina Department of Parks, Recreation & Tourism is requesting bids for social media archiving services under IFB with an offer deadline of September 9, 2026 at 12:00 PM and questions due by September 8, 2026 at 12:00 PM.

The scope covers secure, cloud-based capture, archiving, retention, monitoring, search, retrieval, and export of social media content for SCPRT and its branded entities—Discover South Carolina, South Carolina State Parks, The Venues at Arsenal Hill, and the South Carolina Film Commission. The system must support up to 20 concurrent users, full-text search with advanced filtering and keyword capabilities, automated annual reporting in CSV and HTML formats, configurable retention schedules with legal hold capabilities, role-based security with multi-factor authentication, and data encryption in transit and at rest. The vendor must establish relationships with new platforms within eight months of notification. Covered platforms include Instagram, Threads, Facebook, YouTube, Pinterest, X (formerly Twitter), LinkedIn, The Knot, and emerging platforms. SCPRT currently maintains 28 social media accounts with potential for growth.

Vendors must demonstrate a minimum of five years of experience providing similar services and must submit detailed narrative statements establishing qualifications, including documentation of relevant experience and identification of any subcontractors performing work exceeding 10 percent of costs or involving critical performance functions. Bidders must register with the State of South Carolina and obtain a state vendor number prior to submission. All offers must be submitted electronically through www.procurement.sc.gov.

The contract is structured as a one-year initial term with four optional one-year renewal periods for a maximum five-year term, with an estimated start date of September 24, 2026. Pricing shall be submitted as separate line items: initial startup/installation fee, annual service fees for years one through five, and annual maintenance and support fees. Unit prices with extended price calculations are required for each line item. Support must be available during standard business hours Monday through Friday, 8:00 AM to 5:00 PM, with maintenance notifications required at least one week in advance. Award will be made to the lowest responsible and responsive bidder. Bidders must provide a list of current platform connectivity capabilities, screenshots of sample dashboards, and sample report pulls including singular and multiple search queries and comprehensive seven-day record pulls across at least 10 varied social media accounts.
