About this file

This document is Amendment 1 to an Invitation for Bid (IFB) issued by the South Carolina Department of Parks, Recreation & Tourism (SCPRT) for social media archiving services. The amendment revises key dates and contract periods from the original solicitation. The revised offer submission deadline is September 28, 2026 at 12:00 PM, with questions from offerors due by September 21, 2026 at 12:00 PM. No pre-bid conference or site visit is required. The award is scheduled to be posted on October 5, 2026. The contract will have an estimated start date of October 14, 2026 and an end date of October 13, 2031, representing a maximum five-year term consisting of an initial one-year period with four optional one-year renewal periods. Offerors must submit one copy of their response online through www.procurement.sc.gov and must hold their offers open for a minimum of 30 calendar days after the opening date. All amendments and related notices will be posted at www.procurement.sc.gov.

The solicitation requires vendors to provide secure, cloud-based social media archiving services supporting SCPRT's 28 existing accounts across multiple platforms including Instagram, Facebook, YouTube, Pinterest, X, LinkedIn, Threads, The Knot, and emerging platforms. The system must accommodate up to 20 concurrent users, offer full-text search with advanced filtering, provide automated annual reporting in CSV and HTML formats, include configurable retention schedules with legal hold capabilities, implement role-based security with multi-factor authentication, and encrypt data in transit and at rest. Vendors must demonstrate a minimum of five years of experience providing similar services and must establish relationships with new platforms within eight months of notification. Pricing shall be submitted as separate line items for initial startup/installation fees and annual service and maintenance fees for years one through five. Support must be available during standard business hours Monday through Friday from 8:00 AM to 5:00 PM. Award will be made to the lowest responsible and responsive bidder. Bidders must register with the State of South Carolina and obtain a state vendor number prior to submission.
