About this opportunity

The West Virginia School Building Authority is requesting quotes on snow removal services under ARFQ 0404 SBA2700000001, with quotes due September 30, 2026 at 2:30 p.m. EST. A mandatory pre-bid meeting will be held, though the specific date and time are not completed in the available documentation. Questions are due September 21, 2026 by 12:00 p.m. EST.

The scope covers three service tiers: salt and de-icing only (estimated 10 occurrences); plowing with salt and de-icing for accumulations of 6 inches or less (estimated 5 occurrences); and plowing with salt and de-icing for accumulations greater than 6 inches (estimated 2 occurrences). All services must be performed before business hours or prior to 8:00 a.m. when possible at 2300 Kanawha Boulevard East, Charleston, West Virginia. De-icing products must be effective at temperatures down to minus 25 degrees Fahrenheit and must be concrete and environmentally friendly, causing no harm to concrete surfaces or animals. Vendors must supply all tools, equipment, personal safety equipment, and supplies. Vendors are responsible for all mileage and travel costs.

The contract will be awarded to the lowest overall total cost bidder across all line items. The initial term is one year with renewal options for up to three successive one-year periods contingent upon mutual written consent. Pricing must remain firm for the life of the contract unless otherwise specified; vendors must extend any publicly advertised sale prices to the State at the lower of the contract price or public price.

To be eligible, vendors must be registered with the West Virginia Purchasing Division, in good standing with the West Virginia Secretary of State's Office, and not debarred from doing business with West Virginia or the Federal Government. Vendors must maintain Commercial General Liability Insurance and Automobile Liability Insurance, each in the amount of $1 million per occurrence, prior to contract award and throughout the term. Payment is made monthly in arrears based on services rendered.
