About this opportunity
The School Building Authority of West Virginia is requesting quotations for snow removal services at its Charleston facility (2300 Kanawha Boulevard East) under ARFQ SBA2700000001, with bids due September 30, 2026 at 2:30 p.m. EST and a mandatory pre-bid meeting required for all vendors; failure to attend results in disqualification.
The scope covers three service categories priced per occurrence: deicing using salt or de-icer only (estimated 10 occurrences); snow removal with plowing for accumulations of 6 inches or less (estimated 5 occurrences); and snow removal with plowing for accumulations greater than 6 inches (estimated 2 occurrences). All de-icing products must be concrete and environmentally friendly with no harm to concrete surfaces or animals and effective down to −25°F. Services must be performed before business hours or by 8:00 a.m. when possible. The vendor must scrape and salt all sidewalks and parking lot areas.
Award will be made to the responsive vendor submitting the lowest overall total cost across all three service line items. Vendors must maintain Commercial General Liability Insurance of at least $1 million per occurrence and Automobile Liability Insurance of at least $1 million per occurrence prior to contract award. All tools, equipment, personal safety equipment, supplies, and travel costs are the vendor's responsibility and must be incorporated into quoted prices. Vendors must be registered with the West Virginia Purchasing Division, in good standing with the Secretary of State's Office, and not debarred from doing business with the State of West Virginia or Federal Government.
The initial contract term is one year from the Notice to Proceed, with three one-year renewal options available upon mutual written consent. Pricing must be firm for the life of the contract with no price adjustment provisions without express State authorization. Payment is made monthly in arrears by electronic funds transfer or P-Card. Questions are due September 21, 2026 at 12:00 p.m. EST to Tamela.A.Brewer@wvgov. The purchasing contact is Jordan Kirk at (304) 558-2541 or jordan.l.kirk@wv.gov.
