About this file
This is a Request for Quotation specification document issued by the School Building Authority of West Virginia (SBA) for snow removal services at its Charleston, WV facility located at 2300 Kanawha Boulevard East. The solicitation, identified as SBA2700000001, requests bids to establish a contract for snow removal services including scraping and salting of all sidewalks and parking lot areas at the specified location. The vendor must perform snow removal before business hours or prior to 8:00 a.m. when possible, using de-icing products effective down to -25°F. Three service levels are defined on the pricing page: salt/de-ice only services; plowing with salt/de-ice for accumulations of 6 inches or less; and plowing with salt/de-ice for accumulations greater than 6 inches. The vendor must submit all required insurance certificates after contract award but before commencing work and shall provide monthly invoices in arrears detailing service dates and vendor information.
Contract award shall be made to the responsive vendor submitting the lowest overall total cost across all three service line items as shown on the pricing page. Vendors must be registered with the West Virginia Purchasing Division, in good standing with the Secretary of State's Office, and not debarred from doing business with the State of West Virginia or Federal Government. The vendor is responsible for all necessary tools, equipment, personal safety equipment, supplies, and travel costs, which should be incorporated into the quoted prices rather than billed separately. Payment shall be made monthly by the State of West Virginia according to its standard payment procedures. Vendor default provisions include failure to perform services as specified, non-compliance with applicable laws, or failure to remedy deficient performance upon request, with remedies including immediate contract cancellation. The vendor must designate a primary contract manager available during normal business hours to oversee performance and address customer service issues.
