About this opportunity

The Oklahoma Corporation Commission through OMES Central Purchasing is soliciting proposals for a slip-in calibration unit comprising three 5-gallon stainless steel provers and three 80-gallon stainless steel holding tanks under Solicitation No. EV00000970, with proposals due September 30, 2026.

The system must be fully compliant with NIST Handbook 105-3 and API Manual of Petroleum Measurement Standards Chapter 4 — the controlling technical filter. Equipment must be new, Type 304 stainless steel construction with factory-certified calibration traceable to NIST. The complete package includes a 5-gallon nominal-capacity prover, three holding tanks, a full drain system with 2-inch butterfly valves and petroleum hoses, a 50-foot retractable grounding reel, and accessories (prover wrench, aluminum drop tube, operator step, toolbox). All equipment must be fully assembled or delivered with assembly instructions and basic operational guidance.

Evaluation will employ a best-value/lowest-and-best criterion weighing price, past performance in manufacturing calibrated petroleum equipment, ability to meet delivery timelines, product acceptability, warranty and post-delivery support quality, and total cost including accessories and delivery. Bidders must submit technical responses demonstrating compliance with referenced standards, a pricing sheet, delivery schedule, signed compliance checklist, executive summary and company information, business references, and value-added products or services. Pricing may be structured as deliverable-based with milestones, hourly rates for maintenance and support, subscription-based post-warranty support, total firm fixed cost, or detailed hourly breakdowns.

The initial contract term is one year from the effective date, renewable as specified. Vendors must provide a minimum one-year warranty on all equipment and components and factory-certified calibration certificates with complete documentation. The resulting contract may be designated as a statewide contract under 74 O.S. § 85.5(G)(3). Bidders must complete OMES Form CP004 (Non-Collusion Certification) and OMES Form CP076 (Responding Bidder Information), including disabled veteran business enterprise status certification where applicable.
