About this opportunity
The New Hampshire Department of Transportation is requesting bids for a skid-mounted variable message board (VMS) with a proposal due date of July 28, 2026.
The specification calls for an ADDCO 4x3H unit—a complete, fabricated, wired vehicle-mounted display system with a full-matrix 48×24 pixel LED display measuring 83 inches wide by 47.25 inches high. The display must support up to 3 lines of 8 characters using 5×7 pixel fonts (12-inch character height) and achieve visibility up to 1,200 feet within a 30-degree cone of vision. The system includes 16 LED amber flashers on the top edge and must operate in all weather conditions, including while the vehicle is in motion at speeds up to 65 miles per hour.
The hardware comprises a 2-inch by 2-inch 11-gauge welded tubular steel frame with chromate-etched, flat black powder-coated finish; dual power linear actuators with tilt mount, auto up/down functionality, limit switches, and position indicators; 200 watts of solar power capacity with four AGM batteries in a weatherproof plastic box; and a 40-foot weatherproof cable. The wireless controller, accessible from any smart device with password protection, must enable message creation and storage of hundreds of messages, display battery voltage and temperature, provide auto deploy and stow functions, and support arrow board operation. All LED modules must be self-contained, environmentally sealed units with high-density 8×12 pixel arrays offering 0 to 100 percent intensity adjustment via front and rear facing ambient light sensors.
The procurement may include set-aside considerations for small businesses or in-state vendors under New Hampshire procurement regulations. Pricing shall be submitted on a per-unit basis with itemization of equipment costs, shipping, and setup or training expenses. The contract will establish terms for delivery, installation support, and maintenance during the initial period, with potential renewal options.
