About this opportunity
The Livermore Amador Valley Transit Authority (LAVTA) is soliciting proposals for short-range transit planning services under RFP 2026-10, with proposals due October 16, 2026 at 2:00 p.m. PDT through the Bonfire Procurement Portal. The contract is subject to Federal Transit Administration financial assistance and compliance with federal cost principles and auditing requirements, including FTA clauses covering Buy America, Davis-Bacon prevailing wage, Title VI civil rights, DBE compliance under 49 CFR Part 26, and Fly America requirements.
The scope is development of a ten-year Short Range Transit Plan (SRTP) covering fiscal years 2027 through 2036, with five mandatory tasks: finalizing project scope and management structure, reviewing regional planning studies and LAVTA data, delivering draft SRTP by March 1, 2027, finalizing the plan for Board approval by March 2, 2027, and submitting to the Metropolitan Transportation Commission by June 1, 2027 with final plan due October 31, 2027. Mandatory deliverables include comprehensive operating revenue forecasts using MTC-provided templates with two scenarios addressing current and potential new sales tax funding, corresponding operating plans detailing service hours and modes, ten-year operating expense forecasts with labor and fuel escalation factors, and assessment of service reductions resulting from twenty percent increases in fixed-route contract costs effective July 1, 2025 and declining TDA and BART Feeder Bus Funding. Two optional tasks are available: development of a ten-year Capital Improvement Plan addressing vehicle replacement, facilities, and asset management; and review and update of quantitative service standards. The contract term is one year with a not-to-exceed compensation structure covering all labor, materials, taxes, profit, overhead, insurance, and subcontractor costs.
LAVTA will evaluate proposals on staff qualifications (0–25 points), company experience and references (0–20 points), reasonableness of cost (0–25 points), and approach to scope of services (0–30 points). Written questions are due September 25, 2026 at 4:00 p.m. PDT with responses by September 30. A non-mandatory pre-proposal meeting is scheduled for September 22, 2026 at 10:00 a.m. PDT at LAVTA's Administrative Offices in Livermore, with remote attendance via Zoom. Interviews are tentatively scheduled for November 4–5, 2026 with contract award on November 9, 2026 and Notice to Proceed on November 16, 2026. The DBE Program applies with no contract-specific participation goal established. Proposers must carry Professional Liability insurance with minimum $1 million per claim and $1 million annual aggregate, Commercial General Liability with $1 million per occurrence and $2 million aggregate, and Workers' Compensation at statutory limits, all naming LAVTA as additional insured.
