About this opportunity
The Los Angeles County Metropolitan Transportation Authority (LACMTA) is soliciting bids on shop towels under Invitation for Bid No. CY133460, a Small Business Enterprise Prime (SBE Prime) Set-Aside, with bids due October 30, 2026 at 10:00 a.m. All bidders must be Metro-certified SBEs prior to the bid due date — this is a mandatory eligibility gate, not a participation goal.
The scope is WYPALL brand paper towels, 9.8" × 16.4", pop-up format, bonded cellulose wipers, nine boxes per case (part number 05790-15212), for delivery to 24 LACMTA locations across the service area. This is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with an estimated 1,161 units monthly consumption and a 24-month term. The supplier must maintain inventory to ship within ten calendar days of order release. Deliveries must occur between 9:00 a.m. and 2:00 p.m. Pacific Standard Time with at least 24 hours advance telephonic notice; the contractor bears all delivery costs. Bidders may request approval of approved equal substitutes by October 14, 2026, though Metro retains sole discretion on acceptance.
Pricing shall be submitted on a firm fixed unit rate basis with California Sales Tax at 10.25% included. Payment terms must be stated, with a minimum of 10 days required. Award will be made to the lowest responsive and responsible bidder; Metro reserves the right to award on an item-by-item basis, in aggregate, or as determined in its best interest. The contract is federally funded through the U.S. Department of Transportation and subject to fiscal year funding availability.
The SBE prime must perform a commercially useful function, executing at least 30 percent of contract work with its own workforce. Bidders must submit completed SBE Set-Aside Bid/Proposal Forms, subcontractor listings, affidavits, business data sheets, affirmations, pre-qualification applications, ethics declarations, general certifications, 49 CFR Part 655 compliance certificates (alcohol and drug prevention), federal lobbying compliance certifications, debarment certifications, noncollusion affidavits, Buy America certificates, and documentation of current and completed contracts.
A pre-bid conference is scheduled for October 7, 2026 at 10:00 a.m. via Microsoft Teams. The deadline for questions and approved-equal requests is October 14, 2026. Responses to questions will be issued by October 21, 2026.
