About this opportunity
The Town of Groton is requesting sealed bids for installation of a prefabricated restroom facility at Shennecossett Golf Course under ITB 27-06, with bids due September 17, 2026 at 2:00 p.m. at Town Hall Annex, 134 Groton Long Point Road. A local vendor preference applies, allowing the Town to award to a qualified local vendor whose bid does not exceed 5% above the lowest bid if the vendor agrees to match the low price.
The scope includes installation of a prefabricated restroom structure (CXT or approved equivalent) along the eighth fairway, construction of new utilities (water, sanitary, electrical, communication), related sitework with positive drainage, concrete walks and landings, a new six-inch fire main to the existing maintenance facility, and repaving. The facility must comply with the 2022 Connecticut State Building Code, 2021 International Building Code and Plumbing Code, 2021 International Mechanical Code, 2020 National Electrical Code, and ICC A117.1-2017 accessibility standards. Deferred submittals include manufacturer-sealed restroom drawings, structural calculations, anchorage, foundation reaction loads, and utility specifications. The contractor must obtain all necessary building permits from the City of Groton and pay associated permit fees.
Work must be completed within 180 calendar days from the Notice to Proceed, with liquidated damages of $200 per consecutive calendar day for delays. Bid security equal to 10% of the bid amount is required for bids exceeding $50,000. Performance and payment bonds are required per statutory thresholds. General Liability insurance with minimum limits of $1 million per occurrence and $3 million aggregate, plus Workers Compensation at statutory limits, is mandatory. Prevailing wage rates apply under Connecticut General Statute Section 31-53; contractors must submit certified weekly payrolls and comply with construction safety and health training requirements. The Town will retain 5% of the final contract price for up to six months from final project acceptance. The award will go to the lowest responsible bidder. A non-mandatory pre-bid meeting is scheduled for September 1, 2026 at 10:00 a.m. at 284 Plant Street. Vendor questions are accepted through September 10, 2026. Contact Chris Dennis at 860-448-4068 or cdennis@groton-ct.gov.
