About this opportunity

West Basin Municipal Water District is requesting proposals for engineering and design services to convert existing office space into a dedicated server room at the Edward C. Little Water Reclamation Facility in El Segundo, California, with proposals due October 22, 2026 at 2:00 PM and a non-mandatory pre-proposal conference on October 6, 2026 at 2:00 PM via Microsoft Teams. The District offers evaluation incentive points for Small Business Enterprises, Local Business Enterprises, and Veteran-Owned Business Enterprises (up to three points for qualifying prime consultants, one point for VOBE disabled veterans, and one point for subcontractors receiving at least 30% of total contract compensation).

The server room will range from 176 to 260 square feet and house OT/IT and network infrastructure including racks, UPS systems, cooling systems, and fire protection equipment. The scope encompasses project management and coordination, preliminary assessment, design phases (30%, 60%, and 100%), and ready-for-construction design and bid phase support, with potential contract amendment to include engineering services during construction. Respondents must demonstrate knowledge in architectural design, mechanical systems (precision cooling), electrical design (power distribution and redundancy), fire protection, telecommunications and cabling, security systems, and compliance with ASHRAE 90.4, TIA-942, NEC, and NFPA codes. The estimated construction start is Winter 2026/27, with project completion required before the end of calendar year 2027.

Proposals will be evaluated on a 100-point scale based on completeness and quality, respondent qualifications and experience, professional qualifications of key personnel, technical approach and methodology, references, and cost proposal. Compensation is structured on a time-and-material basis with rates and amounts detailed in exhibits, and a total not-to-exceed amount to be established. Respondents must maintain Commercial General Liability, Business Automobile Liability, Workers' Compensation, and Professional Liability insurance of $2,000,000 per occurrence. All contractors and subcontractors must register with the California Department of Industrial Relations and comply with prevailing wage requirements. Questions are due October 15, 2026 at 2:00 PM. Notice of recommended award is anticipated for the week of November 16, 2026. Proposals must remain valid for 90 days from submission.
