All contractors and subcontractors must register with the California Department of Industrial Relations and comply with prevailing wage requirements. The District offers incentives for Small Business Enterprises (SBE), Local Business Enterprises (LBE), and Veteran-Owned Business Enterprises (VOBE), providing up to three additional evaluation points per qualifying category for prime consultants and one point for VOBE disabled veterans. Subcontractors qualify for points only if receiving at least 30% of total contract compensation. The budget and final contract amount are to be determined. The District reserves the right to reject proposals, select the most advantageous proposal, negotiate with any respondent, and award the contract to one or more firms. Proposals must remain valid for a minimum of 90 days from the submission deadline.

1. Introduction
West Basin is a public agency that provides imported drinking water and recycled water to 17 cities and nearly one million people in the coastal Los Angeles area. West Basin is a member agency of the Metropolitan Water District of Southern California. West
Basin's mission is to provide a safe and reliable supply of high-quality water to its customers and communities with a commitment to water reliability, water quality, sound financial and resource management, customer service and environmental stewardship. West Basin is an internationally recognized expert in water recycling, conservation, water education and water resource management. To learn more about
West Basin please visit www.westbasinca.gov.
1.1. Summary
Proposals are being accepted by West Basin Municipal Water District (West Basin), a
Municipal Water District, for Server Room Construction at ECLWRF. This project aims to convert existing office space into a dedicated server room to support an ongoing
Distributed Control System (DCS) Replacement Project where new server equipment will be procured. The new server room should have dedicated air conditioning, environmental monitoring, fire suppression, and power distribution. This server room should be completed before the end of calendar year 2027 to be ready for the new servers.
1.2. Background
Location
Edward C. Little Water Recycling Facility (ECLWRF)
1935 S. Hughes Way
El Segundo
CA 90245
• Existing Space: Between 176 to 260 square feet, currently configured as 2 rooms (98 square foot
Office & 78 square foot I/O Room) with the option to include 84 square foot of hallway if required.
• Proposed Use: Server room housing OT/IT and network infrastructure, including racks, UPS systems, cooling, and fire protection.
• Project Type: Renovation/conversion within an occupied office building.
• Estimated Construction Start: Winter 2026/27
• Estimated Budget: To be determined
The District is undertaking a major control system replacement project (DCS
Replacement Project) with a Progressive Design-Build (PDB) approach. The project is currently in the latter stages of the design phase, with a Guaranteed Maximum Price https://www.westbasinca.gov/
(GMP) proposal anticipated in October 2026. During the design phase of this project, it was identified that the current server room at ECLWRF is insufficient for the new servers that will be installed. A new space has been identified adjacent to the existing server room. This new space is currently a single-occupancy office being used by the
District's contract operator.
This project will prepare the existing space as a new server room ready for the new server racks. The new server racks are forecast to be ready for installation in late
2027/early 2028. The new server room should have dedicated air conditioning and an environmental monitoring system, specialist fire suppression (clean agent preferred), sufficient power distribution (including a dedicated UPS if necessary), and other typical server room features. The current office space is configured as one single-occupancy office (98 square feet), one I/O room (78 square feet), with the option to extend the room into an existing hallway (84 square feet). The current control system design anticipates at least one standard 48U server rack and is approximately 50% mature.

If a Prime Consultant includes a SBE, LBE, or VOBE as a Sub(s) in its Proposal, the

VOBE participants who qualify as disabled veterans as defined above, for each qualifying category up to 10% total based on the percentage of SBE, LBE, or VOBE participation consistent with the policy described in the paragraph above. If, after this adjustment, the SBE, LBE, or VOBE is determined to be the most competitive price
Proposal, the actual Contract amount will be the amount originally proposed.
7. Selection Process
A selection panel comprised of West Basin staff (and an outside panelist, depending on the engagement) will review the proposals and consider the following factors to select the most qualified Respondent:

• Respondent Qualifications, Capabilities, and Experience
• Professional Qualifications of Key Personnel
• Technical Approach and Methodology
• References
• Price Proposal
• Compliance with Insurance Requirements
• Willingness to Provide Financial Information

Basin. The interview / presentation will afford the Respondent an opportunity to present the key personnel assigned to the engagement and discuss their qualifications. The selection panel may ask questions about the Respondent’s written Proposal and other issues regarding their proposed Scope of Services. Presentations will be evaluated and a successful Respondent will be selected for recommendation of contract award. The selection panel will recommend the firm that provides the best overall value to West
Basin. Contract award is subject to the approval of West Basin’s Board of Directors.
By submitting responses to this solicitation, respondents understand and agree that
West Basin may award a contract to a firm whose approach exceeds or varies from the requirements listed. West Basin will be the sole judge of which proposal best satisfies the needs of West Basin.
Negotiations regarding agreement terms, conditions, scope of services, and pricing may or may not be conducted with the selected Respondent. Therefore, Proposals submitted should represent the Respondent’s most favorable terms and offering, since the selection and award may be made without discussion with any Respondent. If West
Basin engages the Respondent in negotiations and satisfactory agreement provisions cannot be reached, then negotiations may be terminated. West Basin may elect to contact another firm submitting a Proposal. This sequence may continue until an agreement is reached.
